Don't "people" me. SH get underestimated in almost every arc. It's just a part of this manga I've learned to accept. It even makes sense on some level because most of the enemies SH ran into have spent years on the sea while SH have been rookies nobody has ever heard about until couple of months prior.
However, when you're summoned on Buster Call, you shouldn't be fucking around. The criminals that invaded EL and wrecked it achieved all their goals and left without a single casualty. Some underestimation was definitely involved.
Your analogy works for a real life situation or a more realistic story setting, but I think it falls flat when applied on a shonen.

You apply some definition to what applies to "shonen" and than discuss taking that as basis. I could also do something similar to everything and consider everything anything I liked.
Also is funny, are you implying that the character in story should be aware that they are in a "shonen" and so act in conformity with that?
In All fiction, anything that isn't explicitly defined/presented goes to the lower denominator, being like Real Life. This is for any fiction!!! So if you're trying to find a reason why the Vice Admirals didn't fought in the Buster Call, given that nothing about that was treated in the manga, than you have to go back to the real life and how such business is treated. And to that you get a pretty good response.
Underestimation -> to think of (someone or something) as being lower in ability, influence, or value than that person or thing actually is.
Note that Underestimation isn't about throwing all your guns and forces toward an enemy. If you want to kill a fly and you end up having a canon, but instead try to catch it with your hands and fail, it isn't because you underestimated the fly and should instead use the canon.

Or did you missed that happening?
The achieving all their goals and Leaving without a single casualty is something that happened only after, not during. Until that moment they didn't had achieved anything, and for how things were going they wouldn't have achieved anything. If it wasn't for Merry and Sanji Justice Door stuff they wouldn't have achieved any of those things. Note how those 2 things(Merry and Justice Door) had nothing to do with SH ability, influence or value. In fact they were all luck stuff to happen.
The same can be said for majority of other enemies that SH fought. Crocodile was most due to Robin help and luck(the water falling on Luffy and the blood thing). With Enel, the affinity of Rubber vs Electrical Devil Fruit. With Moria with the help of Lola in using Morias own power against him. And so on.
