It's a good excuse and in fact a great fighting tactic when facing a DF, especially a legendary Zoan such as Marco. Would have been great if the roles reversed and MArco did that to Kizaru
I believe it was explain by Pirates not having a way to refine sea stone.

Have him want to interfere between Luffy and Doflamingo, but be stopped by Sabo.
Have him actually be the blind justice, and just go after everybody involved.
Made some effort to help civilians personally.
Made some effort to destroy the birdcage, personally.
DO BLOODY SOMETHING.
And be less vague about it.

Fujitora is outsider from marines so he very likely has different angle on things than people that lived live as marines. He is not youngester and his actions look more and more resonable.
Just lower your expectations toward this one plotline in this arc- its starter for many future arcs and plotlines, conclusions hold more of thrills than starts most of times.
Everything can be made good by lowering your expectations.
That's why we have rampant Naruto and Bleach fans insisting those are good stories.
Fujitora's actions are stupid if you think about them. That's why we are criticising him.

As for Doflamingo taking down Fujitora- if it would be only Dofla Familia against him - he would be in danger.
Team attacks can get really dangerous - even Delli, Pink and Machvise were able to suprise attack Luffy with some effect(circumstancial I know) so Seats working together could do plenty if Doflamingo would be attacking Fuji and they would help.
If it were only Family against Fujitora, then yes. However, Fujitora has two VA's with him. And three thousands marines.
Come on. He can't deal with bunch of random gladiators and Straw Hats.

Also I dont see Fujitora acting like incopetent imbecile - he has his hands tied to some degree with Doflamingo holding CD by balls + he is a Warlord. Characters that dont do what they are expected to are interesting for me more than those that go for obvious path.
A) He does not know about the agreement between CD and him.
B) That agreement only came about because they couldn't kill him. If they did have way of doing so, (say, after he was captured by marine admiral), then they wouldn't do shit for him.
C) Warlord thing is disproved by both previous precedence and the words of Maynard. It is not absolute protection from everything, dammit.
