tho i speculate they're on the same level for so many plot reasons being a second in command in the revolutionaries is one of them
if you think someone else can do that job stopping fugitora better than sabo

Your speculation is what you're basing your opinion of how this arc should go on, while I'm basing it on what's actually happened between characters in the arc.
Since Fujitora is an admiral, and the admirals are going to be a huge part of the end game of OP as a whole, he won't be going down in this arc, and doesn't have to.
Fujitora is more likely to finally turn on Doflamingo, since we've seen that he's actually quite a decent guy (things like his greater concern for civilian casualties).
Meanwhile, Burgess is likely to seek out Sabo again, for the reasons I've already listed.
Of course Luffy is going to fight Doflamingo. Don't be flippant lol
