There's never been any confirmation that Doflamingo wants to be Pirate King, Monet simply believed that.
Even if that was his ambition, that has nothing to do with his strength. Lots of people want to be Pirate King.
There's absolutely nothing to suggest Doflamingo and Marco are equals.
Marco was mentioned in the same breath as the other yonko, as able being able to possibly stop Teach.
Doflamingo is terrified of possibly being attacked by one of those same people Marco is being grouped with.
