I love how it all ties together. Vincent was unwilling to change or get out of the life, and all along he'd been portrayed as kind of incompetent. It all came to bite him in the end.
Your third category is redundant; it's really a part of the first two. It's hard to grasp what it is quickly as well.

People can debate and after a certain point I could arrange the character order according to the thread. Every Week or so I could add in some new characters to debate to keep things fresh. Since no one has tried to do anything with this thread, I'll take a crack at it.
Sounds great! It was a shame that this thread petered out. I'll agree With Supernova that your third category is a little flimsy, and I could see a lot of people skipping it. If you want to keep it around, maybe "Memorability" or "impact of character on you" are more straightforward?
Alternately, you could have a category about how well the character "worked", how well it accomplished its role as a villain/comic relief/damsel in distress etc. I'd personally find that very interesting; ultimately a lot of the discussion on Vergo was on how well integrated he was as a flunkie, on Spandam on whether he was an effective villain, on whether bellemere was a sympathetic figure etc.
And having both design and Character have pro-con sections would also structure the replies- as is the first category at least invites very long responses.
Anyway, these are just suggestions. Looking forward to the threads return.

Design is good and effective. It fits well with his personality of being a cheater. Beyond the fact it fit’s his personality, it doesn’t have a wow factor. He is quirky and tries to sabotage his opponents up-front, or relies on tricks to gain an advantage. It contrasts nicely with Luffy, who is straightforward, and doesn’t rely on tricks. His character is effective for the chapters of the Davy Back Fight, but beyond that he doesn’t have a whole lot going for him. While I do remember him and he was interesting, I think it was the Game itself was the more memorable part, with him being the character that started it.

No worries, it's a good idea and I will try to make it be part of the character part of the evaluation. I chose Foxy since I could give a quick easy synopsis and give an idea of what my summaries of each character will be like. Thanks for the input.

I reckon that's only really relevant for some characters. So it might hurt/help the others' scores excessively.

I dunno, I think it might be relevant to all.
Like, for example, someone may have an overall small role, and you will rate them highly on that stat precisely because of that and because you think it works for the character.
Just as suggestion though.

This would give enough scope for a score out of 30 but still keep the qualities being evaluated on a basic level, I think it's the best way to go.

Alright, I'll go with those three categories, since they make the best categories and balances the objectiveness with the subjectiveness. I will stick with the rules that I have made and try to make the rules and categories short and understandable. Now I just need to decide which characters to start with and come up with some short summaries for them.

Definitely. We could start with either Big Mom or her many kids. There's plenty of variety from the pile and everyone's gotta have a bone for love and hate for each of 'em.

Let's start with the coward whose insecurities are going to cause his family's entire house of cards to fall, Charlotte Opera. Who likes using a crossbow for some reason even though it doesn't mesh with his Devil Fruit's ability to stick/burn or his bulky fighting style at all.
Love: I enjoy his happy go lucky demeanor when doing things such as burning people alive and shooting them with crossbows. He's also very practically minded and responds well to emergency situations, as seen when he immediately put the city in a state of emergency after Cracker was defeated.
Loathe: He's basically Trebol and Galdino combined, producing limitless amounts of a white substance that burns people, and like Trebol, his body is covered in it. Plus he should be crippled by now with his footlong legs.
Rating: 2
Opera's one of my favorites because of two things
1. His nonchalant demeanor, especially when he was ready to extract info from Nami through torture.
2. I find his DF power to burn people with sweet cream to be hilariously cool.
The only thing I dislike is that he'll get more than a spanking from Big Mom after he goofed up guard duty and then lied to Montd'or.:ninja:

1. Love: He seemed to not have much malice towards the strawhats, not gaining any pleasure in threatning them and seems like a decent enough guy.
2. Hate: The dude's DF is kind of redundant, and he hasnt really shown us a lot of the powere of cream beyond burning. Also dude was surprised by Jinbei, the guys a big whale shark, get your head out of the archie comics.

1- I mostly put a shoutout to this thread because it did a good job at summarizing many opinions in a entertaining and orderly fashion. I'm not so sure of the continuance without the fairly great visual and summarization work of City. It was part of what made the thread great.
2-Taking a character in the middle of an arc is a bad idea. That's why for example Doflamingo varied so greatly. It was a mistake made at the start of the thread but there is no reason to do the same should someone revive it.
I would actually kinda like to manage the thread in a similiar order that it was done before, if the interest is there and you'd want that.
Love: Creeeaaam~
Hate: Moustache, ugly thing.

Love: Unique design. Nothing looks quite like Opera. Maybe Trebol? But unlike Trebol, Opera looks like an Aardman Animations character which is enough for me to like it.
Loathe: His power doesn't make much logical sense to me at current. I've never associated cream with burning…usually cream is seen as a very soothing and cool ingredient so seeing it associated with burning is as surreal as...biscuits not being incredibly brittle. Big Mom pirates food based devil fruits have left me scratching my head repeatedly thus far.

Needs to do more. Fun design lacking any depth as of this time of writing. Fears his mother, is willing to lie to save his skin and one gag with Nami, is not quite enough for me to rank higher.
My summary of Opera, and pretty much all Big mom subordinates:
Love: looks pretty neat, and enforces thie diverse Freaky Food Family theme of Big Moms crew.
Loathe: Thats about all he does. His power is undefined, he is lacking in screentime and memorable moments, and is in dire need of a fun personality to go with his design. The Big Mom pirate crew feels like it should be brimming with Mr 2s or 4s, but the personality quirk-drawer feels like its been slammed shut for a while now.
Score: 1.5/5. Opera isn't an awful character, he's just barely a character. He's mildly colorful background noise.
