Luffy lost to ceasar not because he was weaker but because of his df. Zoro got captured not because he was weaker but because he can't breathe underwater. Completely different from Vergo overpowering Sanji's leg without even using his bamboo, and again different from DD blocking Sanji's 2nd or 3rd best attack to date with just his arm and without budging and then proceeding to use a technique that would have killed him if not for Law.
No one said Sanji would beat DD, but for someone who told zoro to stay back and that he will be the one to save the crew, only to end up getting beat in 30 seconds and having to get saved instead, that doesn't make his 2 years of training look good at all.
Zoro at least managed to get out of Fujitora's hold on his own, while Sanji required Law's help in the same type of situation.
As for what people expect to happen, the reason people expect it is because of how bad Sanji has been performing in the New world.
It's true that Sanji and zoro have been portrayed equally for most of the series, and with wano coming up and zoro getting a power up, does it not make sense for Sanji to get one aswell in wano then? Rather than zoro get's stronger while Sanji gets nothing which would ruin the rivalry.
That applies to sanji as well then because he didn't know what was Doflamingos fruit . As for that zoro fight it wasn't too much different then sanji's but sanji's lasted longer. Let's do a recap, fuji attacked zoro and after that he launched a counter attack that was blocked by fuji. The sam happened with sanji vs Dofla. Sanji attacked Dofla he blocked and then he hit sanji > sanji launched a counter attacked again blocked by Dofla (same process as with zoro fight). Then later doflamingo disables sanji with his DF (luffy vs cesar, unknown ability).
You should probably try thinking about it in a less silly fashion.
Sanji still has the entire NW to go through, which will be a natural trainer, just as paradise was.
Luffy, Zoro and Sanji are all as strong as they need to be right now.
Why think Sanji is the one to eat Mera Mere no Mi is silly, that df will improve Sanji's power with fire, and his DJ will be more powerful than it's now. So i think Sanji would the best to eat it even he said his dream about df was end up when he saw Suke Suke no Mi was eaten by Absalom.

True, Sanjis fighting style will change, probably not get replaced, rather, the mera mera will be incorparated into his current fighting style, but I think thats what you ment. Also, during alabasta after saving the crew from drowning in Crocadiles cell Sanji made a point to comment that DFs users are quite disadvantaged and Sanjis ambition is the all blue, I don't see oda making him a hammer in the sea.

The thing going on about Sanji getting it is quite possibly one of the worst ideas I could think of. Besides going against pretty much everything that Sanji stands for the fruit is non-applicable to his unique martial art style. He's a physical fighter. I don't see how something that makes you intagible would somehow boost your physical attributes. That being said the Ladies Man stands at ghastly 0% possibility.
About Rebecca getting it. At first you're like "awww, she wants to save her daddy :3". But then Sabo comes in and basically takes a dump on all her hope. After the unnoficial Sabo reveal you could assume she ain't gettin' it. After the arc is finished and Dolfamingo is defeated/dethroned she will have no need for it. Don't see how her getting it would be benifit Ace's will.(If you really think about it. She would be exactly like Tashigi in Smoker's body if she ate the Mera Mera.) Cutie pie Becca is at a 2% possibility.
Let's move on to "Leg day is for pussies" Burgess(In my mind that is his true epithet). Okay so ol' Blackbeard wants the fruit and sent out his main man Burgess to get it. Ain't that sweet of him? So the anit-leg day Burgess sits at a strong 17% possibilty.

Sabo has finally returned after years and years doing god knows what. But we can be sure, for whatever he was doing he was getting strong as hell. I mean why shouldn't he be? If spent all that time M.I.A. then he better be a monster. Also after the last chapter it looks like he is shaping up to be said monster. Now, with how much potential he's beginning to show, and how important the fruit is to him(I could of put a ton of more reasons for Sabo. But everyone already said everything as to why he should get it). This monster is at a whopping 81% possibility.

I'm gessing Burgess wins and gets the fruit for himself.
If Sabo gets it, it would feel wrong: First Luffy has a brother with the fire fruit, then the brother dies and a second one is introduced in a flashback, who then gets the fruit. From a narrative point of view, it would be as if Sabo was a replacement for Ace and would be just as bad as introducing Sabo just for killing him in that flashback.
Sabo says he wants the fruit to inherit Ace's will, and Blackbear thinks something similar (http://www.batoto.net/read/_/191671/one-piece_ch720_by_powermanga/12). The fruit is not important because of the fire powers, but because it symbolises Ace's will. Rebecca has nothing to do with that, and also we know she wouldn't defeat Doflamingo anyway because Luffy will do it.
And for anyone in the crew getting it, no. The one who is fighting for the fruit is Sabo, and he wants it for the revolutionaries. Also, it would mess with the strenght balance in the strawhats.

Great analysis! But don't forget, that there are still two more contestants in the coliseum, and those are Diamante and Bartolomeo. A lot of people are underestimating Barto thinking of Rebecca/Sabo/Burgess as the only ones who will get the fruit. We haven't seen what Bartolomeo is capable of, not did we see the best of Diamante. Of course the same goes for Sabo and Burgess, can't say much about Rebecca. But what if something happens and Bartolomeo gets the fruit? I guess it's early to assume who will get the fruit.
Rebecca can get it because she is a pitiful girl, who wants to beat the crap out of the bad birdy who crapped on her grandfather and herself as a result.
Whilst Sabo can get the fruit for the sake of keeping Ace's will in good hands.

Burgess will be very relevant to the final conflict, we can be almost completely sure of that. Sabo's future contribution is more questionable since we don't yet know how the Strawhats are going to get involved with the revolutionaries. He'll play a part for sure, but since that part won't involve anything Ace was striving for the role of the mera mera no mi in that will just be as bonus power. There'd be no additional meaning to him having it. For Luffy, having to fight somebody with his brother's fruit would carry a hell of a lot of meaning, so in terms of what will be the most dramatic outcome, Burgess wins hands-down IMO.
In both cases though, the mera mera no mi will disappear for a long time after the arc is done since neither has a chance of joining the Strawhats. If Oda wants to keep the mera mera in any kind of central role, Rebecca would have to eat it and join. There's also a lot more immediate emotional value in Rebecca eating it since she plays a vital role in this arc and she's fixed on it as a way to save Soldier-san. Any emotional pay-off of the other two eating it is way off in the future, meaning that a tournament that has been a large part of this arc's structure will ultimately provide nothing to the climax of the arc itself, and that wouldn't make a whole lot of sense to me.
Boiled down, it means Burgess wins for future tension, Rebecca wins for in-arc tension, and Sabo wins for… I don't know. Character development? No. He was reintroduced six chapters ago. I don't think it would serve his character to literally transplant a major characteristic of another character directly to him when we haven't even seen his face yet. no way a thought crossed my mind during the block D fight and forgot to post it. Rebecca bought luffy food when he was hungry and knows she's not a bad person im guessing he wouldn't care if she ate it since she helped him when he needed it.

Franky turned down the fruit and his dream doesn't explicitly involve an ocean.
I don't see why it's so hard for people to see that Sanji would treasure swimming over an ability, just like Franky, hell, even more so.

I excluded him and Diamante because I was only comparing points between the four I previously mentioned. Due to the recent posts of people thinking Sanji and Becca will get it.
About Barto getting it and giving it Luffy. I think we can safely assume he and Sabo are on the same side here. I can honestly see him as a major supporter for the duration of this arc. Barto fighting alongside Sabo just to win it so he give it to Luffy only to have Luffy give it right back to either Sabo/Becca seems a little redundant. But I won't rule it out.
There very well could be an interference during the final match. I could see Sabo getting put into a position where he can no longer contest for it. Giving a nice opening for a Barto show or Burgess' to get it. By those standards I can see Sabo losing. I only have a problem if he loses it fair and square.

Hm good points. I'll wholeheartedly agree Burgess' does have the best shot in terms of plot and future relevance.
But, I only made Sabo's case that strong because I just can't see him losing in a honest to god match. Like I said just mentioned above to Lao, if Sabo loses I can only see that as a result of the dwarves causing some type of interference. Putting Sabo in some irreversible situation that would leave the other four contestants to compete for it. Sabo excluded Burgess would win by a landslide. But, I only made Sabo's case that strong because I just can't see him losing in a honest to god match. Like I said just mentioned above to Lao, if Sabo loses I can only see that as a result of the dwarves causing some type of interference. Putting Sabo in some irreversible situation that would leave the other four contestants to compete for it. Sabo excluded Burgess would win by a landslide. Hm I see. Sabo and Burgess certaintly have enough strength to keep eachother occupied that's for sure. Since Burgess has such a big impact on the latter half series. Although you feel it's too early for Burgess to lose I feel like it is for Sabo too. That's what makes me really believe that we will see an interence of some sort. Being completely unpredictable because like you said it depends on the nature of the interence. At that point who knows what will be the outcome in that ring.
If the finals do proceed with an interuption I can sort of see Becca swiping it. Becca is definitely outmatched. So with all the mayhem I wouldn't be surprised if she stole the fruit while the guys are busy punching eachother in the face. The question is what will hapen after she retrieves it? Will the others just keep fighting of all go after her? That is if they aren't too preoccupied.
I meant as we finally see more of the Revo's we may see that side of the story from Sabo's perspective. I didn't mean the center of the actual story just the Revo's point of view. Indeed Dragon will rise up in the story. But I'm mostly looking for a Sabo flashback as to what's he's been doing. His flashback and his interaction with Dragon are the only ways I see him staying prominent in the future. Well, besides the great final battle we're all expecting. I imagine he'll be alongside many other allies the SH's have gained on their way through the NW. We're definitely looking at another Marineford in the future only on a whole different level.
Just a theory though. Sabo very well could just talk to Luffy after this arc and like you said stay as relevant as Ace did pre-timeskip lol.
God I would HATE it if Burgess got the fruit. That would just leave a disgusting taste in my mouth. I honestly don't see the point. Luffy already hates BB & Co. so why does he need another reason? All it would do is make Luffy feel even worse, make him doubt himself, and possibly create a major conflict with Sabo over the fact he let the group that had Ace killed take the fruit. At the same time, at this point it makes the most sense. At the same time, it could work if Rebecca got the fruit, I'm just not a huge fan in how Oda would use her, eg. she'd fight DD along with Luffy or use her df as the coup de grace on DD or whatever.
What would be ideal for me is if Burgess got the fruit, but it's not actually the mera mera. Oda creates a cliffhanger where Burgess eats it last panel of chapter, but we find out later it's either poison or a fake, and either DD has it or it was all a trap and DD never had it to begin with. I think this situation would work best where Burgess is the last man standing, he eats the fruit, everyone's devastated until we find out it's a dud and we move on to see DD actually had the fruit. Luffy defeats DD, gets the fruit, and we go from there.
But Burgess getting the mera mera is like skinning Luffy alive and pouring salt all over it. I just hate it.

I don't like the idea of Luffy having both the gomu gomu and the mera mera, not because of the two df law or whatever, but because I think it would be an AWFUL combo. To me, Luffy's fruit is kinda like a logia. In a sense, he really is a logia in that his body becomes an element, except rubber isn't an element. The only differences are he doesn't become intangible like logias do and his body doesn't "transform" in the sense that logias looks like humans though they can transform into the element, Luffy is rubber all the time.
The reason I have a problem with this is Luffy having both fruits just doesn't seem like it would work well together at all. It's like the two fruits would counter each other because they're so similar. They don't compliment each other like BB's do. When you have two similar fruits like gomu gomu and mera mera, their abilities are so similar that you'd have to choose which one you'd want to use, whereas BB can gravitate someone towards them and quake them in their face in a nice combo. How the heck would Luffy work in combos like that with this fruit? If it were another fruit, fine, but the thought of Luffy stretching around and creating fireballs just doesn't sound good to me at all. Now maybe Oda could work something out, but I just don't see it.
The way I see it, the fruit will go to either Sabo or Burgess, but most likely the former. It just seems silly that Oda would pull the Sabo trump card now of all times only to have Burgess take the fruit from him. It would be a pretty triumphant moment for Sabo to inherit the fruit of his deceaded brother. Plus it would bring into question exactly what would happen to Burgess if Blackbeard caught wind that he failed his mission. He could either accept the news fine or he may go ballistic, and I'm interested in seeing how he handles that kind of failure within his own crew.
I can see Sabo getting the fruit now and sometime at a later point of time, we see Blackbeard stealing Marco's fruit to give to Burgess. That would be spectacular.. aiming for the 2nd division commander's fruit and getting the 1st division commander's one.
