Raising it by a third of what it was is a decent increase considering he hasn't become much more of a threat, but at the same time needs more attention than he had previously had. I know that is the direction you were going, but I just wanted to but in with my POV.
Bounties are threat indicators, not power or accomplishment indicators. They don't increase because of every action committed, but rather how terrible the given crime is. At the time of his last increase (two years ago), he had done next to nothing to suggest he was more of a threat. I hadn't really considered this point of view myself until the 400mil was mentioned last chapter, but it makes sense to me now.

Well the name of the defensive/attacking type of haki is armor, after all. Rayleigh explained it as armor coating your body, and Sentoumaru said Luffy was "wearing" it when he hit the Pacifista. Consider that the Amazon's arrows (wood) broke stone instead of getting broken themselves, or that the Admirals were able to deflect Whitebeard's earthquake, or that Shanks' sword could stop Akainu's magma fist, and it makes sense that a meta-physical barrier is what allows a user more power or defense by using haki. Given that, Luffy should be able to safely land attacks on Magellan. I mean, I certainly hope it isn't something one can constantly maintain– for example walking through lava with a coat around you-- but the explanation and use thus far suggests you can at least momentarily use it to hit someone like Magellan.

A lot of people think Luffy could at least fight against them, if not stand his ground for a little while. Definitely not win or give them a real fight, but at least hold them off for a little while. I agree with that notion, as I expect their current power to be enough to last them a little ways in to the New World, and for the rest of the New World I certainly don't expect them to pick up more "upgrades", so the natural progression of strength would need to realistically bring Luffy from 'slightly below par' to 'strongest man in the world' during that short time. If he couldn't at least temporarily fend an Admiral off right now, he would have to grow far too much before the end of the series. I could be wrong, of course, but that's how I see it.
