Well, I HIGHLY doubt that it could outdo The Dark Knight. Everything came together with DK, I don't know if lightning can strike twice in the Nolan-verse.
That said, I DO expect it to be very very good. Batman Begins level at the very least, almost as awesome as Dark Knight at best.
As for villains, seeing as how Nolan is trying to use only the villains who are partway "realistic" (leaving out Killer Croc, Clayface, and others) I'd really like to see Mad Hatter. Joker screwing with the psyche of the populace was awesome, now let's see someone who can literally control minds.
And while Nolan doesn't like reusing villains (which I don't know why, he completely saved Two-Face in the movie-verse), I'd like to see Catwoman. The timing is right, and a Nolan-Catwoman would be something very very interesting to see.
And if Heath Ledger hadn't died sob I would have loved to see him again with Harley Quinn, but that's not going to happen.
Freeze or Bane for me. Wishful thinking I guess.
Nolan actually went on record saying no Freeze.
I hope Bale has an ACTUAL cough while filming this movie.
As stated, Nolan tends to go with the more "realistic" villains, so that actually makes it kinda tough to pick.
I wouldn't mind seeing a new Riddler, but that might be too "out there" a villain.

now that the love interest (Rachel) has blown up… we'll have a somewhat jaded Bruce Wayne who focuses completely on his nightly duties. And turning his back on the prospect of love... along comes Selina Kyle.
Not only would it be able to nicely bridge the mood from the last movie... it will provide a good source of conflict for our hero and another obstacle about himself to overcome.
and the Riddler would be a great choice to play second villain
Riddler + Penguin are both famous characters and are rooted in realism that would work WONDERS in the Nolan version.
One can only hope.

The Penguin as a short, fat, bald man with a long nose and cigar as a rival business man to Wayne Enterprises. Has a huge private zoo filled with penguins and has a Tommy built into an umbrella. Philip Seymour Hoffman.
Talia al Ghul as a woman seeking revenge for the death of her father. Excellent assassin. Eventually gets into a relationship with Bruce, yadda yadda happens, she leaves the country after a confrontation with Bats and we get a shot of her holding a newborn baby. Some fresh new talent.

I heard a long while ago that not only was the Riddler considered, but that David Tennant expressed an interest in the part.
It was a while ago in a small article though, so who knows if that would actually happen?

I think Spider-Man 3 showed what happens when you try and use a bunch of villains. Though I did like all of your ideas, especially for the Penguin.

It's never going to happen, but I'd like to see Nolan's take on Clock King. However, he's definitely not main villain material for a movie.
I'd like to see a female villain, but to be honest there aren't really that many good female villains in Batman. We have Harley, but that won't work with Heath dead. We got Catwoman and Ivy, but they've already been done, don't think that Nolan wants to use them. We got Talia al Ghul, but Ra's has already been done, no need to throw his daughter in too.
Anyway, they ones i want to see and find most realistic to be in it, is Riddler and the Mad Hatter. Riddler has been done before, but that performance was just godawful, so he needs to be redeemed. Mad Hatter could work out great in the Nolan-verse, he could be made really dark, with his obsession of Alice, and his mindcontrol machines. If i remember correctly, wasn't Jarvis Tetch kinda foreshadowed in Dark Knight? I seem to remember a guy with a namebadge which said Jarvis Tetch…

Clock King was one of my favourite villains in the animated series, but unfortunately he will probably just fade away into nothingness…
I could NEVER see them using the Mad Hatter in a realistic movie.

All I remember about Croc was that he was in the Gotham Knight animated thing that linked Begins and Dark Knight. As was Scarecrow.

Some people say that the big black man in the boat was a hint-off to Croc, with the weird scars on his neck being the skin cancer (it's only a rumor, so it'd be awesome if you didn't stick a pitchfork in me for saying false things).
I liked the rumor with Johnny Depp being the Riddler. He could really pull that off.
And I really wish to see Two-Face in this. He got rushed too much in The Dark Knight.

I would like to see a villain that hasn't been touched on at all like Clay-Face.
I think the series is going to stick to more semi-realistic villains, so guys like Croc, Man-Bat and Clay-Face may never even get a thought. Villains like Riddler, Catwoman and Penguin seem more likely but I would like something fresh.

When the movie came out, there was a lot of talk of whether or not he was dead. No one really cleared me up on it, but personally I didn't want to think he died, since y'know, it would look like Batman killed him, and it would just seem pointless for Batman to break his one rule that he has struggled so hard to keep during that movie. (or you could just say he died from the fall, whatever whatever)

Either way, I'm all for the "realistic" villains for this series. I love the continuity Nolan has created and would love if it keeps that way. A Riddler in this fictional universe's style would definitely be a thing I'd like to see.

I am alone on that but The Dark Knight is my favorite movie of all time. I hope Batman 3 can top that or atleast be on the same level of awesomeness. I'm honestly still a little surprised that they did this movie, because beating TDK doesn't seem possible. To do so, however, Nolan is going to have to pull something the audience will never expect, and they'll either love it or hate it.
I just hope that Robin will not be introduced in this movie.
As for villains: I'd like to see them introduce Anarky, Calendar Man, Deadsot, Hugo Strange, Hush, The Ventriloquist.
I was thinking about adding Holiday, but based on the events of the first two movies......yeah, ain't gonna happen.
As you can tell from my list, I'd like to see the lesser known enemies of Batman, especially Hush or Hugo Strange, because the former was childhood friends with Wayne, and the latter because he knows Wayne is Batman.

I'm going to say that the movie will be Catwoman and Riddler. Catwoman can mess with Batman romantically as Selina plays with Bruce and Catwoman plays with Batman, while Riddler can mentally challenge Batman incredibly well.
I'm with Robby about Jim Carrey doing Riddler again. I loved his campy Riddler performance in a joke-style Batman, I'd love to see him reprise Riddler in a serious sense. He has the talent to pull it off in spades.
