@MagneticMonkey:
But you do understand that it doesn't make sense for him to slow down against a stronger opponent than all the rookies together?
Or is your argument that kizaru needs some time to move at lightspeed from a to b? In that case let me ask you what happened here:

To me it doesn't look like kizaru used his travelling speed to kick luffy. It looks much more like he was standing in front of luffy and just gave him a superkick in the face.
Why wouldn't he do that against rayleigh? Because rayleigh would block it? Which means rayleigh is able to block kizaru kicking someone with greater speed than gear second?
My entire argument is that kizaru shows luffy that he still is too slow even with gear second. Which is nice to see cause one day luffy will be much faster and might probably be as fast as rayleigh.
No my point is no matter how fast luffy get . He should never get to some place before kizaru can gear 2 or not . Comparing to kizaru when it comes to speed from point A to B no one should be as fast as him maybe enel but no one else.
@HaxeyeMihawk:
I understand that much, but I'm wondering if characters in OP don't have lightspeed as the ceiling of how fast any character can move. Now some chapters back we saw Marco speeding towards Kizaru and making contact with a kick when arguably Kizaru being capable of moving at lightspeed should be able to dodge him, difference is that Kizaru's speed is granted by his fruit and one would think he's the fastest in OP for that reason.
That or Kizaru has limits to what he can do in lightspeed, so he might not be able to fight effectively with a sword while swinging it that fast. The issue is just that if Kizaru could use his sword at that speed, then why didn't he against Rayleigh? Then on the otherhand, if he did, are we to believe that rayleigh was moving at lightspeed?
Meh then again in real life arguments like, "light is the fastest thing known in existence" are sort of a waste in a comic.
Well maybe kizaru needs time before he could get up to full speed while he could move as fast as the speed of light . So maybe when he is in full light form he can move as fast as light but when in body form he can't go as fast .
@igetownd:
Take a look at his sword.
That first strike was Kizaru's "light" speed. The rest of the attacks are just illustrated with sparkles, but they don't indicate any reduction in speed. Just a bunch of attacks in a single instant.
That from the swords hiting each other you have to look at kizaru arms there moving at normal speed. when kizaru sword hits ray one you see sparks just like countless other sword fights.
It should also be noted i don't think kizaru attacks are as fast as speed of light all the time.
But as HaxeyeMihawk said makes no sense going to deep about this in a manga where allot of things don't make sense.
