His name is Oars Jr. even in japanese (オーズJr. ), Oars III is just written on his sail.

There's no reason for it. WHY did they deem it necessary? I can understand them changing that other chapter title because they didn't want to print "Crossdressers in Hell" and incur wrath, but this is just weird.
Why complain about something trivial? There's no reason for it. It's the little things. The little things that make me think some fans are just always going to whine and complain about stupid crap.
Does the phrase carry the same meaning? Yes. Is it a normal way of phrasing something in English? Yes. Does it sound bad? No.
So just accept it because, it's more than likely not a conscious decision to change something or edit something. They just picked a title that had the same exact meaning as the fan translation.
Before complaining about Viz "changing" a chapter title (to something that sounds fine; The only reason there would be a reason to prefer one over the other would be because you're just someone who thinks scans are automatically superior to professional translaions and are therefore biased; If the opposite had been the original name you'd be complaining just the same), I'd check around to see that each different scan group gives the chapter a slightly altered name with the same general meaning.
Regularly, there will be different names for the chapter on mangastream, on mangahelpers, on onemanga, and on wikipedia. Binktopia and Franky House don't give the chapter the same title. They just pick something that matches the general meaning of the phrase.
Additionally, it would seem that Viz tries to avoid using ambiguous pronouns in their titles.
"I couldn't save them" actually is a worse title in my opinion.
It doesn't sound much like a title in English because it uses pronouns I and Them, which adds very little when there is no reference to whom these words refer.
"Beyond Rescue" captures the same theme, imparts the same meaning, while avoiding the awkward use of unecessary pronouns. It's more fitting a as a chapter title. Given that the content of that chapter is not edit, I have no idea why you'd conclude that this was some sort of intentional edit in the first place=/
I won't say viz is perfect, but I do think they generally do a good job and the translations have gotten much better. The few things worth complaining about like Oh Come My Way and Zolo…well we've got to forget about those at some point. It's the nitpicky complaints by people who just look for things wrong now that annoy me.
I'm still sticking with my theory that they wanted a cool-sounding chapter title.
Viz does a good job for the most part, aside from the occasional grammer error (like when Moria said, "You should be thankful that your shadows will became my underlings!!"), but this chapter title thing, while it's not a big issue, still seems random.

My guess on the chapter title change is probably that the translator worked the titles in the table of contents first and then did the chapter and either never made the connection (the catch-up meant that there was a LOT of material to be covered in a fairly short time and thus not as much time for thorough checking) or, as VB9 postulates, they decided they'd rather have a more proper title rather than something ripped from the dialogue of the chapter.
Personally, I don't really have a problem with reusing dialogue and if the thing about "title-like" titles is true, you can always attempt to work out something that fits both as a chapter title and as a piece of dialogue.
But the big picture answer, as usual, is that it doesn't really matter because the effect any discrepancy has is marginal at best.

They didn't call him "Oars Jr.", they called him "Little Oars Jr." indicating that there's non-little Oars Jr. which most likely could be his father, which pretty much ties in nicely with the entire Oars III. deal.

Edit: Also, in volume 51 (chapter 494), the joke about "formation" and "hentai" was handled very poorly. Franky saying "huh?" over and over made it look like he had hearing problems, and just ultimately didn't make any sense :P

SAME HERE! When I reread those chapters in the viz volume, I did not understand why every time the fish-riders said formation, he looked up at the sky with that same face, saying "huh?"…
...then I looked at the wiki, and cleared that issue up...

True that. Mohji's hunger is supposed to a gag that remains in the background and out of place in the dialogue with foregrounded characters. The anime's way of doing things at times sorta screams a joke in your ear to a point it seems unnecessary. Maybe they thought it was cute…
As for the colorspread, I heard it was there according to then OP podcast. Not sure about covers. Those things run pretty weird in the USA Jump.

Hey, quick question…mostly I've been buying funimation DVDs, but I was thinking about buying some Viz volumes and just wanted to know if they translated all the extra stuff that came with the original Japanese ones. Like the SBS and everything.
Yep, the SBS and Oda's introductions are carried over in every volume, and of course the polls and pirate galleries when they apply :P

Yeah, as far as I've seen the pervert jokes have been left in tact. It's just this one chapter where the translation's been handled poorly, but to their credit it is a word pun and a small text bubble
When I read that joke in the german version I didn't understand it. I thought Franky was saying huh, because he was getting shot but not feeling it or something and was confused about what was happening xD

I was reading the One Piece article in Otaku USA, and there was a picture of Color Walk 2 in there. At first I was excited and took it as a sign Viz would publish it soon, then I realized it was a picture of the japanese cover :P
Hopefully with the speedup over Viz will start to bring us some Color Walks and databooks…
Sadly I think the databooks are a lost cause at this point. I'd more than settle for Color Walks. Especially since we speed thru so many great colorspreads that we only get in black and white in English.

I don't think so, at least for the Blue one. They've been using material from it in the magazine (I can confirm this as I own the French edition) and even stated it was from the databooks. I think there's a good chance we'll get at least that one.
The databooks are outdated though. I'd say chances are higher if Shueisha makes one near or after the series is finished so that it actually covers the entire length of the story.
A viz rep posted on kaizoku's forums before asking if people wanted the color walks and databooks, so we know they are considering it, or at least have before. I posted on their facebook page awhile ago saying I and many other fans would buy all of them if they did, and she said she'd pass that along with a ":D". So don't lose hope just yet

Well after almost 4 months from my pre-order RighStuf canceled my order of Color Walk 1. It was scheduled for a re-release at the end of March and since then I never seen any update of it's status. Looks like Viz didn't feel like going through another printing, dispite them still advertising it in the speed-up volumes all the way up to June. Now I'm going to have to order it from Borders, sucks.
And what was the deal in volume 51 with the whole Franky and the "formation" thing?

Also, not One Piece related, but does anybody recommend getting the first Bleach Art Book? I haven't gotten one single manga volume yet, but I really enjoy whenever they have colorspeads in Jump. But I haven't seen the earlier ones and I haven't got a chance to flip through it at a book store.
The only things Bleach worth buying are the first four volumes and not one thing else.
