Onishi on other hand barely touch TV series, and regarding Onishi, he actually worked on Foxy SP and Sabo SP in 2015, so he still on touch with the franchise but not with TV series itself.

309 was amazing in pretty much every aspect, I can talk for hours about it but I can sum it up in amazing art, it looked sharp and nice back then, the jet gatling itself looked cool as fuck, the animation was great and fun, and the direction was amazing, the jet gatling at the end wouldn't be what it is without "I will surpass you" playing in the background. Along with the flashbacks and stuff and the entire buildup this whole arc.. literally the greatest moment in one piece for me.
The other episode is 405, with absolutely incredible animation by my favorite animator of all time probably, Ryo Onishi(https://sakugabooru.com/post/show/13845 <https://sakugabooru.com/post/show/13846 this too, seeing luffy with that animation is just heartbreaking.. the way he hits his head and slides his legs is just such an amazing portrayal of frustration, sadness, anger.. fucking gorgeous). I also really liked 505, made me think about how much i've been missing the strawhats without even thinking about it.
And lastly, when Kyros turns back into a human. Amazing scene, gave me goosebumps!(like all of the scenes I mentioned before, goosebump-abillity is a pretty big factor for me)
I'm not so keen on AD's but I like directors who use "I will surpass you" alot lol. It's such a great ost, it can enhance every finishing-move luffy does x10 for me. Ichikawas style is really nice to look at!

I do agree with you on the Jet Gatling, it lacked the substance and emotion of the original scene. You couldn't feel the hits.

His style is really controversial, with so much stretch and squash, but those people who disliked him didn't grasp how the show benefited from his work.
I believe that getting the casual fan excited is the most important task, and the animators who do that are the most skillful, and by casual fan I don't mean those people who only care about taking screenshots, I mean the fan who watches it on TV (mainly japanese kids) and doesn't pause or frame-step to take the best screenshot (or to catch the weird inbetweens).
By controversial I mean, his style deviates so much from the character designs, which leads me to the question, is consistency more important? or is variety more important?
While I believe that consistency is more important, things can become a little bit stale when it comes to long running shows, so different styles are always welcomed.
At least people at Toei understand his talent, otherwise they wouldn't have given him the position of character designer for movie 9.
Same thing applies to everyone we discuss here, Shida for example, even if some people here don't like him, people at Toei made him basically the studio's mascot.
And not only controversial animators, this pretty much applies to everyone.

And it happened for only one week so far, I don't think it's a constant thing because it took Dragon Ball Super almost 100 episodes to do so. It happened a few times too with Kai so it's not unprecedented

But you'll have to be more specific about what you mean by quality.
If you mean the quality of the art/animation, that's been improving since Punk Hazard. More talented animators have been appearing in the anime more than ever.
Usually when I hear someone mention anything of the anime , it's the pacing. And that isn't going to change much from here on out.

The overall pacing and quality differs from arc to arc, but many people always have stereotypes. And interestingly enough, although many people always say that pre-timeskip arcs had a good even great pacing, the fact is that the current pacing and overall quality is a lot better than CP9 arc, and Marineford Arc just had a terrible pacing control.
But I have to admit that it's Marineford and especially Fishman Island that made a lot of people lost their confidences in the anime. When one lost confidence in something, it's always hard to build it up again.

For example, the overall quality dropped heavily from #718 to #734 mainly because:
There's a winter special in late 2015, a summer special in 2016, and a movie. And all these specials and the movie took many directors and animators away.
When these people were taken away from the normal TV series, there were much fewer directors and animators working on the normal series.
And the schedule was also rushed heavily due to the lack of people.
#725 was a typical example. This episode was a high budget one and could have been one of the best episodes ever, but the quality of this episode was very unstable because of schedule and understaffed problems. Even #733 (the finisher of Mingo's fight) was rushed heavily.
But I wouldn't say the budget won't effect the quality. For example, it needs extra money to have a chief animation director, etc.
And of course I don't think the current overall quality is bad and I hope the staff can keep it.
