I need some help figuring this out. Haki takes down living fodder because they are overwhelmed by the "pressure". However, how does it affect something like a Pacifista, which doesn't have emotions.
Assuming Pacifistas are not affected by Haki or any sort of mental or spiritual effects, and let's even assume they are not affected by any temporal or supernatural distortions, but they are still subject to damage, although their bodies are incredibly tough.
This already makes Kuma incredibly strong, but add on all the abilities his paw powers provide… He's definitely top teir.
The most important power that Kuma has is his teleportation powers, because to defeat any DF user, he only needs to send them into the sea. Before 413, I had assumed Kuma needed to ask a person where they want to go before he can teleport them, but apparently not (unless all the Strawhats were teleported to the same place, but that doesn't make sense since the narrator clearly said they were scattered). The only powers that ameliorate this devestating effect are ice powers and weight changing powers, because they can float on water, just can't swim. Aokiji has the better benifit because not only can he float, he can walk on frozen water.
Blackbeard, on the other hand, has some scary things about him too. First, there's that incredible physical strength. He could send any human flying. Then there's that incredible mental strength. I bet he could pull off a Haki himself as well as take one. Then there's that DF power. He can vacuum anything, even other user's powers. And finally, that recovery rate. He can not only take lots of damage, but he can recover the damage quickly, similar to Luffy.
Now to compare who is the stronger one, I'm gonna go with Kuma, since Blackbeard isn't some lightning fast being who can avoid Kuma's touches, since those basically ends the battle instantly. Blackbeard can't swim, so the instant he's in the sea, he's just like every other DF user.
Of course, that conclusion relies on the conjecture that Kuma is not affected by Haki or any spiritual effect.
However, my guess is, that Kuma's DF spirit is a really weak and huggable one, and is easily affected by spirit powers. That takes away Kuma's abilities, and now only has lasers and his cyborg body to fight with. And Blackbeard instantly nullifies that power.
Maybe BB can nullify it anyway, since Kuma has to touch him, and if Kuma touches him, his ability stops working.
