Everybody thinks that but there aren't sparks specifically surrounding Luffy's fist like they are with Thor Elephant Gun. Besides I doubt the sparks and the name of the attack are mere coincidence. Chinjao likely wasn't burned afterwards because his Haki had protected him from any severe burns. Though one could argue that the battle marks we saw on his head after the battle(when Chinjao wanted to thank Luffy) were burn marks from Luffy's Thor Gun.

Sanji's Diable Jamble is likely Haki as well. Theres no friction to utilize underwater so that doesn't explain why Luffy is able to generate flames 10,000 meters under water. Besides Red Hawk was never "explicitly" explained in the manga.
We've already seen a hand full of characters spontaneously generate flames from seemingly nothing, Pearl, Boa Marigold, 15th Division Commander Fossa, Sanji, Luffy, etc.
Though from the fact that Sanji needed to spin 2 years ago in order to generate the flames(and that Marigold needed a lighter to set herself ablaze) suggests that he required mastery of Haki to generate them completely at will like he does now. However I will agree that it seems rather lame and uninspired but thats how things are from what we can deduce from the manga. Although Once we understand the limits or how the ability can be utilized I might feel different depending on how creative Oda decides to get with it.
@red I re-read the chapter where I thought it had been explained, you're right. I somehow remembered it differently, my bad.
@blue: Well, yeah, those characters did generate flames, but what I meant was that Luffy's been the only one confirmed to do it with CoA, when I said we had to wait and see if any other characters can do it, I meant actually seeing them using CoA to create fire.

Strong will, that's whats Haki is about. Can you really see a such a petty character like Pearl have Haki? Fucking Pearl? So early in the series? Who wasn't even the strongest character after Don Krieg? Come on.
What I assume is Oda didn't had in mind CoA. Because for me, CoA was just something he came up with to counter the untouchable Logias, which by the time weren't introduced yet.
@yellow: Wait, you seem to be forgetting that there are 3 types of Haki… The way you wrote it, you make it seem like all types of Haki are just about strong will.
Only Conqueror's Haki is defined by how strong your will is, since it's about overpowering the mind of your opponent.
CoA isn't defined by strong will, it is defined by your fighting spirit, and that's something Pearl did have.
and lastly CoO is defined by your level of perception.
