I don't think it's that serious like your putting it, Oda's not killing or making any SH's leave, that would be too dumb seeing how they are the most popular characters. Nami is like the best Navigator in the entire series, how the heck would the SH survive without her, and if she's just not leaving, she already knows that if she has an enemy that the Sh will murder them, like they did for Robin, nobody can ever get away with messing with ANY SH!
Oh, and it was probably just a mistake, seeing how half her arm is there, she was intended to be in the picture but they messed up somewhere, if she wasn't then we wouldn't see her at all! duhhhhhhhhhhhhhh, lol!
