Robin and Franky beat two pirates with bounties over 400 billion. Even if bounties "don't mean anything", it doesn't mean they don't have a point either. Oda pretty clearly uses them to set up expectations.
Case in point, he went on to "correct" Dorry & Brogy's bounties, because 100 million didn't reflect their strength anymore. Doesn't seem like he took "bounties don't mean anything" here, otherwise he could've just let the giants remain with their old prices.
It's difficult to think that just because someone like Oven can "give trouble" means he would be a worthy adversary. Oda already set up an expectation where a guy like that would fall in terms of threat by giving him a bounty that he likely never thought much of. Franky beat a 472 million triceratops, why should I look forward for him against Oven, Daifuku and so on? Franky is the Emperor crewmate now. He's not the underdog in this confrontation.
Like, who in the Big Mom Pirates besides Katakuri can really challenge the SH that are in the billions? Even ignoring the prices, Zoro and Sanji already proved they can beat people that in theory are far stronger. Jinbe is also in that category.
And I know very well that Oda won't reuse Katakuri, Cracker and Perospero since those characters already had their due. That only really leaves Smoothie as the "ignored" BM Pirate that has an impressive bounty.
Besides, not all of them need to have 1v1 fights, most can be early- or mid-arc threats. And you also have Smoothie who’s a commander with over 900 mil bounty, and other unknowns like the first daughter Compotte, with no known powers or bounty, but said to have an impressive record.
I agree that Smoothie could use more screentime, but I don't really see her pulling Loki's weight by herself.
Like, you have four people in the SH's crew that are worth more than Smoothie. And a fifth that's only 2 million below her. She's not really giving major danger vibes if she's supposed to fight any of the above.
I also see the Big Mom Pirates not as main villains. They are needed mostly to bolster Loki’s forces and set things moving.
Oda can just give Loki his own faction. Seems like a much simpler way to do things.
As for the comparison with Beasts Pirates, I always felt the BM crew was way more impressive due to the array of abilities and the number of powered individuals.
BM crew was "more impressive" because they weren't dealing with a whole army of fighters, but rather a small alliance of rebels. They really only fought an actual army when the SH were already safe, but by then, a lot had already been foiled.
Like, Oda probably didn't give much thought to most of the BM Pirates' abilities, since a lot of them boil down to "control food". Some like Perospero and Cracker are arguably repeats of the same concept even.
A few like Mont'dor's are creative, but they are rare compared to butter girl, cream man, and so on. They don't really seem like interesting powers to show in extended fights.
