My preference is for Kizaru being the strongest but Saturn being the villain (kinda like Lucci and Spandam, but this time Saturn is competent and dangerous, unlike Spandam).

If the other Elders are meant to be villains in future arcs or the end as well, it makes sense to not show much of what they can do yet, so I expect Saturn's general strength to still be kept a secret save a technique or two.
I agree he doesn't feel like someone who should be a Admiral-sized powerhouse, what with all the precautions Kizaru himself was overseeing during the trip. They feel somewhat fragile in that sense.

Err, the elders have clearly been established to be no pushovers recently. Still, they are old... That probably means they are past their best like every other old legend in One Piece.

@King-Cannon The thing is that they don't need to be Luffy's opponents, which is why they don't need to be "Admiral-level" or above.
@danie Being no pushovers does not require them to be the strongest beings we've ever seen.
My main problem with characters like them to be too strong is that it makes little sense. Not only they are old, they've spent decades in a place where they are completely isolated from threats.
Even the scene with Sabo did not show them as that fearsome, since it was a 6v1, and still Sabo managed to get away.
"Commander-level" is enough to make them credible threats while not blowing up the whole scale of power in the setting. I feel the WG would have no need to fear the Emperors if they have 3 Admirals + Fleet Admiral + Chief-in-command (former Fleet Admiral) + 5 Elders above Admirals + potentially the God Knights also being on that level. It just ruins the world building, because the WG, so far:
- Didn't allow admirals to move freely because it needed them protecting Mary Geoise
- Needed the Warlords to balance the scales
- Was so deeply careful about engaging the Emperors.

I don't see Luffy beating Kizaru without some sort of help. Not from his crew necessarily, but from someone giving him light gloves. As for Saturn, all he needs to do is free the Seraphim once the barrier is down and let them do all the work.
It feels strange seeing Luffy and Zoro fighting and not Sanji. I think there's an opponent for him on the way.

For a long time, I felt there had to be some kind of physical threat from the CDs since Cipher Pol and Marines just go along with them.
I would have been confused if the Gorosei or some actual CD force weren't used to represent the enemy down the line after the Marines, CP, and Warlords are somewhat out the way as main antagonist. I wouldn't rule out the Holy Knights being the real threat alongside Im narratively. Gorosei been around since Skypiea and the old timers are being put down 1 by 1. Holy Knights probably have young and old mixed in.

With so many breaks lately the wait between chapters feel so much longer than usual...
So, to pass time, my 1092 predictions:

Luffy vs Kizaru. Balanced fight, some pages of pure choreography as they exchange blows. Luffy only goes Gear 5 just before the scene cuts away.

Lucci is a bit surprised by Zoro’s strength, but holds his own. Also a few pages of choreography, but less than Luffy. Lucci tricks Zoro into getting lost. Something like making the side of the building collapse over Zoro. Zoro avoids it without trouble, but it gives Lucci a chance to move away from the fight and into the building.

With marines invading Egghead, it’s revealed someone else is there as well. We don't see who it may be, they may just be watching the events or come into conflict with some random marines. May be the Blackbeard Pirates or a surprise character.

With Saturn not out there, I see this as an escape, but a numbers game again. The Mk 3 are almost like the SMILE users that proved to be real troubling for those doing their 1v1s. The VCs beat up on a couple, but Kizaru was able to get them under control. That authority chip shows that those with it don't have to go to each individual Pacifista. It works as a radio when Kizaru just makes the announcement from where he is.
Is there a chance that a satellite, who has authority over those who have the chip, could make a command as well through the chip? It was said that a command over Den Den Mushi wouldn't work. If Luffy or Zoro were to get a chip from CP0 or Kizaru, they could get it to the satellites. Also, the VPs could make something on the fly to turn this all on its head and make the hierarchy irrelevant. Whatever York did has to be figured out.
Not justgetting around the sync, but commanding the Seraphim over others.

I personally wouldn't make any predictions regarding the Pacifista Command Hierarchy since Oda is being really confusing and inconsistent with that plot point.

Yeah, really.
First, Lucci beats Sentomaru (of higher rank in the command chain) because he needed Sentomaru unconscious to take over the Seraphim.
Then, Stussy can't command the Seraphim over Lucci despite the later being unconscious because she "has the same rank".
Then, Kizaru is able to command the Pacifista after defeating Sentomaru, despite Sentomaru being of higher rank than him.
And worst of all, the Vegapunks can't take over the Seraphim. But wouldn't they just need to knock York unconscious?
Oda really messed up the logic there.

If this was some newer combination that hasn't been shown on panel like Elders over the chip owner or Elder over VP, i'd agree.
A satellite possibly overriding a chip owner has already happened, so it's not new territory.
Even more important, how long will this rule over living beings last? I can see a possible scenario where all the pacifista break command after being twist and turned so much. Certain things have surprised VP already and been of help.

@Kdom Yes, it's foreshadowed by how many times that command chain has been repeated in the story. But I wonder how/if it will be necessary. After all, the Seraphim are not currently being used agains the marines, and apparently they are still working under York's orders, which is why they had to be imprisoned in bubbles.

I guess they must complete their current orders to reset back to a neutral state.
That or receive new orders from a higher authority to override the current ones, but that's only the Elders.

Yeah, it's a huge mess. But judging from the discussions we've been having, it looks like people aren't too interested in these technical mistakes. Suspension of disbelief can turn into suspension of logic.

I wonder what will Sanji and Jinbe do next.
As the other top fighters, I doubt that they will do nothing and just let Luffy and Zoro handle the rest. Not like they need their help but it would make more sense for them to do that just because they are in a hurry to escape the island.

I mean, we have a bunch of Pacifistas who have just switched allegiance, and then plenty of VAs... I don't think they lack enemies to deal with.

Considering the long wait and amounts of it I totally expected for spoilers to drop by now
I liked this chapter's set up. Lucci getting passed down the hierarchy ladder. Wouldn't mind if Sanji or Jinbei messed him up also.
But Zoro kind of gets to show his proggress in this way.
Luffy better smack Kizaru also for what he has done to them in the past. -
