Anyway, it looks like he betraywd oden when Fukurokuju did, right? So probably not a spy, just a defector.
I was referencing the food poisoning guy that was also instructed to send the message to Oden by Sukiyaki. Not named food tester was listing Oden's feats to Sukiyaki and was seen updating Toki on Oden's status. He wasn't shown defeated like the rest of the guards. Kiku also refers to Hitetsu as Master. Remember that Kiku is a retainer and even tells Urashima that she is not lower class.
The food tester guy uses the Mimawarigumi guy to send the message. The guy I posted is seen delivering the message to Oden. Both might be one and the same because of all the similarities.

I couldn't find much more information, but it apparently seems, that Kokeshi dolls are linked to some superstitious stuff about death or murdered children, the discussion wiki page had this story:
So if its true that in Japanese folklore, there's this kind of supernatural beliefs about Kokeshi dolls, it makes sense Orochi have them, he's a superstitious man, obsessed with Momo's death, and haunted by the 'ghosts of the past'.
As for Hitetsu, I would say yup, he's a massive piece of a red herring right there.
When the spoiler for that chapter came out on Discord, this was talked about. I think the Kokeshi dolls might be similar to Automata. If those of Wano refer to CoA as Ryuo, while those of Skypiea refer to CoO as Mantra, there's a possibly a connection. Hitetsu makes swords that can take Haki and some are even cursed. Maybe he can create Automata. He does have wings or will those be revealed to be fake? Those of the old Moon created the deactivated ones and Tsukimi created the live ones and 1 had samurai like armor.
