The difference is that Luffy does it when nobody else can. Law tried to beat Doffy but got his ass kicked, Wiper failed to kill Enel, no one else will be able to take down Kaido,etc. Luffy is always the last shot at beating the villain after everything else fails. So Zoro fighting Orochi only makes sense if Kin'nemon or someone fights him first but gets defeated.
If Orochi was an actual threat I'd agree with you. I even agree about Jack. But to me Orochi feels like the Spandam of this arc.
Thing is, we're already past the point of needing to justify it making sense. Again, Zoro has already attempted to kill him, and then proceeded to explicitly express a desire to avenge Yasu. That is now one of his current goals in the arc, the story has already provided us with a reason as to why that is. While other characters may be more invested in Orochi's death, IMO Zoro ultimately has the most priority atm due to being an actual main character that wants to see that realized. Out all of the antagonists in this arc, Orochi is the only one Zoro has "real beef" with currently.
The only thing Orochi's seemingly low threat level indicates is that it may not be some straightforward fight/encounter. Which is fine, I'm not really trying to predict Zoro's fights, Orochi being weak doesn't necessarily change anything. I'm only saying that at the very least, as of 950, it's clear that Orochi has been setup for Zoro, it's just a matter of figuring out how exactly that will play out.
