On the premise at least, I'm sure we could debate this and have actual arguments and counterarguments. I'm just not in the mood right now, for reasons.
Do you disagree that the fleet is incomplete? You were not particularly specific as to what you disagreed on, so I am just asking.
I think it is fairly obvious that their number will be 8000. We got a first huge batch after Dressrosa which amounted to 5600. Usopp has said he has 8000 followers. It is particularly funny, that Luffy rejected the fleet, they became a pseudo-fleet. Meaning that they are actually "followers". So, if 2400 more will join, where will they come from? I think the Minks, Samurai and the Three-eyed Tribe are good potential fill ins.
Furthermore, it does not help that Oda has been consistent at keeping the parallels in how he showcased the crew being split.
We got an arc with the Swordhats in Dressrosa. And then ~coincidentally~ we get an arc featuring only the Swirlyhats. Even the end of each arc, where after the events we go to see what the other side has been up to back then in Zou, now in Wano. Given that Oda introduced more than 50% of the fleet. He can develop the future captains more in detail, and make their cover stories different. The problem with Dressorosa was that it tried to introduce all these new characters , with their ambitions besides everything else going on with Mango, Law, Kyros, etc.
So if the Swordhats got to interact with fleet captains in the making, why not do the same with the Swirly Hats? Even if we scratch parallels out.
Do you not see more fleet captains being added? And, whom could those captains potentially be?
