I've always hated how they've made Luffy become more and more short/young as the series went on.
He used to be tall looking earlier in the show.

I am really wondering how much they plan to cram into a what I assume is two hour special. Well at the very least a lot of the crappily animated fights from season one look to be getting some gorgeous HD animation now and they plan to cover at least parts of the original four's back stories.

I don't know why, but the colors look very washed out compared to the much bolder colors during the start of the series. Not to mention, the post-timeskip artstyle that they're using for this special kinda makes some of the characters look off in their pre-timeskip designs, specifically Luffy, Zoro and Sanji. The whole look just doesn't gel with me, y'know. But I'm definitely not saying this special is gonna be trash. For all I know, the animation might be pretty good.

Eh, the designs are alright. I agree with The Tenth Strawhat that the characters have a very distinct post-timeskip feel to them. Might be the thick necks or jawlines, not sure. The thing that bothers me most about it is Luffy's design.

Reason I guess is they want to remove all association with the old character designs not to put off audiences. It makes sense even it does lose a lot of charm, banking on being fresh over nostalgia.
My favorite character designs were from Skypeia through to the Water 7 arc, it had the perfect balance between pretty and cartoony. Right now character designs aim to look 'pretty' which in turn looks bad if they don't draw it perfectly. I think the older comical models had more leeway, simpler shapes with less attention to detail. One Piece kinda went the opposite direction over a long period of time to what Pokemon did switching to Sun and Moon.

Eh, I really don't think it's that big of a deal. I personally like the newer designs over the older ones. I'd agree with the user above that later pre-timeskip designs were good in the anime but season one and two? Looking back on it now I don't feel it as much.

I agree but I think it was a poor choice on switching to the timeskip color palettes. They've kept the old palette for all pre-timeskip scenes/specials up until now.

Well, if the color palette changes in WCI are an indicator of anything, I'd say they're beginning to transition back to the old colours. Looking forward to Wano. Tanned Robin is bae.
I'm not sure if it's the Chief Character Designer or the series' director that decides on the color palettes/use of post-production filters and such, but it's possible our new dear friend Ichikawa has had some influence.

Each tv special has a different look thanks to the different staff involved.
Different character designers, animation director & art director will result in a different look.
Episode of nami, merry & 3d2y where all pre time skip but looked nothing like pre-time skip era all of them had there own look.
if your expecting sayo designs to look like nobru kozumi cartoon design your setting your self up.
Zoro design has the proportions of his post time skip look just without the scar.

They never really produced specials to advertise movies. What they had were filler episodes. Heart of Gold was the exception.

The closest thing to a special relating to a movie in that period was the Movie 8 prologue short special, which recapped Whiskey Peak.

They weren't really related to the movies, but they did intentionally air the specials alongside a greatly increased number of ads for that year's movie.
