Bobins strikes me more of a Brandnew type of character.
Brandnew wasn't tasked with destroying a country, to be fair. He was just shown giving a police-style briefing.
I just re-read the very few panels with Bobbin now and noticed a couple of interesting details. One is the fact that he had a bunch of soldiers following behind him when he entered to report to Big Mom. The only Yonko members we typically see having that type of backup are Yonko Commanders (such as Jack and minions at Zou and the Whitebeard/Blackbeard Division commanders that have their own whole ships) and allied crews like Capone and the allied Whitebeard Pirates. None of the Big Mom Pirates we've seen who lack Commander status have ever been seen with any troops. Including Tamago and Pekoms, who made an expedition out to Fishman Island.

Additionally, Bobbin is the one who tells her about Fishman Island's candy tribute predicament, and something to notice is that he isn't scared in the slightest. And pretty much most of the other Big Mom Pirates we've seen are terrified at the thought of Big Mom raging. Such as how intimidated Tamago and Pekoms were when Luffy started talking to her and when Tamago tried to convince Big Mom to make a compromise with just the treasure the Straw Hats got. Or when Big Mom's illness was acting up and how the Big Mom Pirates in the vicinity were terrified and pleaded with Muscato to not intervene, yet someone like Jinbe just goes in and calms here down, and then immediately talks to her about leaving with a straight face. I doubt that somebody like Cracker or Jack during one of Kaido's belligerent drunken states would act so flustered and panic. Yet Bobbin just casually tells her about Fishman Island's situation without caring for any chance of Big Mom going belligerent then and there like Tamago was. And right after saying "got any snacks" like he's personally cool with her.
Bobbin barely appeared, sure, but he's a bit of peculiar case if you look under the seams of how the scene is set up and comparing him to other Big Mom Pirates we've seen. And I know I mentioned the Big Mom Pirates being familiar with destruction in my last message, but they were just tasked with getting food/candy shipments while Bobbin was literally told to wreak Hell on a whole country for missing their candy shipments. And you know who else got tasked with invading a country to most likely have an excuse to terrorize the citizens and wreak destruction in the process of finding an important person? Jack the Drought on Zou, one of Kaido's esteemed Calamities/Yonko Commanders.

Maybe I'm just reading into it and he really is just the average Big Mom Pirate. But I do feel like there is some credit to people thinking Bobbin is a Sweet Commander besides just latching onto false hope whenever a new character shows up Naruto Battledome-style. And we also have to keep in mind that at the time Bobbin was introduced. Purin was introduced as well and eventually became a major character in this arc. If Oda went that far to promote build-up for a relevant character, along with the fact that he's probably expecting us as dedicated fans to be suspicious of the fact that Purin's third-eye is seemingly hidden, then I don't really see it being a stretch that the creepy Big Mom Pirate introduced in the scene is being planned to also have a notable role in this arc as well.
