Not really. The Vita, while weaker than the PS3 (it couldn't make giant levels) was still able to put out graphics at a near PS3 level. The WiiU wasn't much stronger than the Wii, and when pressed the 3DS could almost match it the wii's power… and the NEW 3ds can, as seen with Xenoblade and Smash Brothers. Not quite as good, but if you weren't directly comparing it side by side it'd look pretty solid. And the Nintendo consoles have basically been a generation behind specs wise anyway.
Add in how much tablets and smart phones are pushing tiny tech, and well... the tech to get something as strong as the WiiU just a few years later in a smaller package is pretty easy to believe. It means their next thing wouldn't be as powerful as PS4 or XBO (both of which are already increment upgrading their hardware) so that would mean no major ports of new titles.
So yes, underpowered compared to the competition, but on par with the course Nintendo's stats have been at for a while.
But as long as they got a Zelda, a Mario, a Mario Kart, a Smash, and a main Pokemon in three years(on the console for the first time ever) they'd probably still be okay in hitting the base they've been targetting.
The main problem with the Vita was actually that it was too powerful, it cost too much to develop for since the games basically were console games, while still keeping the standard portable price... so it was bad for developers who couldn't make quick cheap games on it.
I would LOVE to see the NX be a portable PS4k, priced at $300, but I just don't see that happening. And that's what it will need to be, in order to compete.
Lol, no, there's no way it's that strong if its strictly portable. Portable PS3, maybe. 10 years since PS3 came out, 5 years since the Vita… I could seem them matching or surpassing those stats on a portable at this point... but no way they match the high end modern stuff.
Also possible it comes with an attachment base for more power when at home and running on a tv, ala Sega CD or 32X... or the way the Wii U and its awful controller no one liked worked. it'll need something to charge controllers and internal battery with after all.

I'm pretty sure it will either bomb or at most capture a mobile audience (but not a console audience).
Which would possibly be fine with Ninty at this point since their handhelds have vastly outsold their consoles the last couple generations. Especially the 3DS versus the Wii U, where depending on the report, it has sold 6 or 10 times as much. Even the huge hit of console generation winning Wii selling 100 million wasn't anywhere close to the DS's 150 million.
