The way I read this chapter was like Oda was saying, "hey, look: lookout and helm. Those are places two new members can take. They don't NEED to be filled, but now you know they are vacant"
… think less in "factions" terms and more about what the person you are replying to is actually saying. I never said lookout is suddenly extremely crucial or the crew is in need of someone to occupy the crow's nest. My point is that Oda seems to be hinting on these possible jobs because he would be thinking of placing the next members there.

You are still optioning it and arguing the chapter showcased it.
The helm scene shows Luffy struggling with it. Its message is "hey look SHs can't handle helm well enough"
Then mind remembers how well Jinbei handled it during Marineford.
Then a scene with Jinbei appears.The lookout scene shows two people exchanging positions casually without any of them struggling with it nor doing anything special.

I'm far from some expert on the inner workings of a man like Oda's mindstate when it comes to setting up or hinting at things like this but honestly how much of a coincidence that since they started heading for Whole Cake they've had these subtle hemling problems, comedic or not while we know Jinbe who wants to break ties with Big Mom to join Luffy's crew and he is a very capable Helmsmen from previous feats shown in the Impel Down arc.
Even if people wanna argue the currents did all the work , Jinbe still had to steer to and through the gate of justice to get to said currents in the first place, remember they were under heavy fire when they were leaving Impel Down. And aside from the natural assistance provided by the DF users abilities Jinbe was doing evasive maneuvers which got them to safety.
Maybe we are seeing a focus on these two positions because they are specifically needed to travel this path. If Totland was just a massive island then no expisition to these two roles would have been given. However, they need a lookout to detect the next island, and someone to traverse the route while avoiding detection.

This is a good point. Being the sniper, Usopp's accurate eyesight will probably be raised to absurd levels and become his main asset… the Sugar scene was already heavy on that (+haki).
If someone becomes the lookout, it will always look like "Usopp could do ___'s job better" and I doubt Oda would go for that.

Of course, I wasn't denying that. To add to that point, he is giving exposition to these role, but he didn't make them unique, even in this latest chapter. I made a joke about how Pedro had competition on the lookout position when Carrot took his spot. The transition from character between the positions are done without conflict and we see Luffy commandeering the Sunny followed immediately by Brooke. My point is: we are seeing these roles play a part on this journey, but it doesn't seem that any certain character has to do the job.

To be fair, when you are a giant elephant that is an island that houses anthropogenic animals who are total badasses, then take out a one billion bounty man with the swing of a trunk to give the middle finger, it's going to leave an impression. That said, I find Pedro from Napoleon Dynamite more interesting, and I hated that movie.

Even if it has a bit more of a connection to the current arc, many just don't care because Pedro just does not stand out as a character. This far into the series it takes a big presence to be remembered and excited for, and unlike Sanji, Vinsmokes, Big Mom, or Jinbe, Pedro lacks presence for most people to care. As it has been said before, if you are interested in Pedro, more power to you. However, with how things are going he doesn't seem to have much going on. At most he might be like Don Sai, where we learn a little about him but the bigger things are saved for bigger players.

When you're writing a story and you're trying to set up a member of the main cast, you don't start by making them seem unimportant, dull, and easily replaceable. Look at any of the other Strawhats and their introductions. Never, ONCE, were they ever shown to be unimportant to what is currently going on and then were just suddenly made important. If you're writing a character that you intend on being interesting enough to stay apart of the story for next 7-10ish years (?), you don't start by showing them being the exact opposite.

My argument is that Pedro is dull,uninteresting, and have made no real impression aside from being an exposition tool. Regardless of how many times you pretend how Oda is somehow building up this character that has NO chemistry with the main-cast at all, it simply isn't going to happen. Every strawhat made an unforgettable impression during their introduction and were already stand out characters. Pedro, on the other hand, has nothing going for him even after 20 or so chapters.
Really at this point, it isn't even a matter of whether he is going to join, rather why would anyone want this boring character to travel with LUFFY, the king of all goofy characters, let alone the entire cast. I mean Luffy is the character that constantly brings out goofy side of even the most serious character, yet somehow that hasn't happened with Pedro.
I really hope Pedro is the traitor so Luffy can kick his ass and send him back to whatever blandness he comes from.

Hmm...who that is not already a Strawhat will most likely be in the Zou, Totland, Marco, AND Wano Arcs? Only 3 candidates....Carrot, Pedro, and Pekoms as is seen now. That could change. I'll state that is A LOT of time for character development.

Pedro vs Pizarro...that would be a good speculated match....that I already thought of a while back....if of course Pedro is a crewmate. There was a Spanish chronicler and conquistador named Pedro Pizarro. He also happened to be involved with the Incas.....now follow the bread crumbs.

Look...I'm not trying to keep arguing my point tying up this thread. This was why I was quiet about Pedro. I don't like talking about this knowing that half the "debate" is about trashing Pedro. You don't think he will join...fine. No sweat off my back. From what I can guess it serves two main purposes for him:
1. As wolfwood pointed out, it's a passive-aggressive way of "taking down" to others. As if to say "you people don't warrent my full attention, so I'm going to "sleep talk" at you." He seems to have started doing this after he was picked apart for dumb theories that he refused to stop defending and this typing style looks like his "revenge" against the forums.
2. It's a fence sitting half-measure so that he doesn't have to take responsiblity for anything he posts. If anyone calls him out again for anything he can claim he's "hibernating" and that what he said wasn't serious. You know, the kind of defense mechanism kindergartners use to avoid punishment whenever they say bad things.

Did he became attached with guy that is about to be thrown out of Big Mom crew ? Hmm…
Guy that has unique design, is a Mink that ate Tourtle Zoan, strong fighter probably comparable with Monster Trio and Jinbe, somebody with a quirk that made it obvious for some characters that Pedro has to go with Strawhats as he knows that habbit of Pekoms that we do not know of yet ? Also Pekoms is set to have big fight during this arc - revenge rematch(even though their first fight was not much of a fight) against Bege ?
Also Pekoms does not have very complicated design and would be easy to draw on weekly basis.. Hmm...
What all of that could mean ?!

It's not about trashing Pedro. This "debate" here is you asking people reasons why Pedro can't join instead of why he should other than the lookout argument which as others have explained is not really a position to be actively filled. Even that is simply from the animal he's based off of as a mink. All of the Minks have attributes from their animal species, not a unique Strawhat trait. At best the lookout thing would be like Jinbe being a helmsman. It's something that he's shown he can do and would probably just take over the position with either a panel of dialogue or Nami just ordering him to steer in the few times we actually see someone steering the ship. If you wanna go even further with the lookout position another counter argument would be that the lookout doubles as Zoro's weight room and was highlighted in the SBS about the Thousand Sunny in the same way Usopp and Franky's workshops were covered, Chopper's medical bay. It's just really a stretch overall.
So please just take to heart that it's not that we're trashing Pedro, it's that there is absolutely no shred of evidence in likeness to the ways other Strawhat's have been introduced to lead us to believe that Pedro fits into that pattern. The default for every character just by sheer numbers and statistics is them NOT being a Strawhat. It's in the same way with a character like Bartolomeo. I personally would have loved him to join, but there wasn't anything that made him stand out in an arc full of other important characters. It would feel out of place to put his dream or a unique backstory and character development at Strawhat levels in Dressrosa. Despite that he did have a small backstory shown, had some development in meeting the SH's and understanding Luffy's motive to be Pirate King. He became somebody important, and is probably the Fleet member with the most panel time, however there was always a clear difference in the way he was introduced and presented and the way all the other SH's were.
The same goes for Pedro. He does have some backstory that we will learn about involving his journey to Totland in the past and his deal with Pekoms. However, this is in an arc where –as you said-- Jinbe will most likely join, Sanji and HIS whole backstory with his crazy family is going down, Pudding and her character is a huge part, Big Mom is huge part, the bomb from Fishman Island will most likely be a factor, the Road Poneglyph will most likely be sought by the SH's, AND Nami having Big Mom's vivre card will come into play....it's kinda cramped. This just isn't an arc that Pedro is even in the top 10 list of important things going on and his focus is a fraction of this story at best. He was introduced as a group of 3 minks traveling with the crew with no defining traits from the other minks or any interest from Luffy to join.
But if you could give some examples otherwise without just saying "Well why can't he join" would be swell.
