Yeah he's evil, but not the Jack the Ripper kind of evil. The bomb was essential to his plans, he may get kicks from sending random sandstorms to destroy towns just to spite a random old man, but he won't detonate random bombs for fun. He likes shitting on people's ideals. Its more fun than massacring random faceless guys anyway.
That being said, I was happy that he appeared again during Impel Down and the war, but a bit disappointed that he didn't do any evil magnificent bastard stuff. Heh, I was hoping for an 'Escapee Group Betrayal kuhahahaha' or something. And yeah, he was being a total tsundere towards Luffy. Its… not like he wanted to save Luffy or something! It...its just because he hates the Marines! need me add some 'baka'? But then, seems like the war boosted his popularity a lot (heck, no.15 in the Japan poll), so uh… good in a way?
When we meet him again, I don't really hope he becomes an ally, because I like Jerkass Croc better. But seems like Oda is going on the anti-hero route.:sad:

No, he won't let Luffy and the strawhats kill their ennemies, however, once said ennemies are defeated, they won't appear as antagonists anymore. Yes they may still have some importance to the plot, but unless I'm mistaken, Luffy never fights seriously an ennemy he defeated before.
Thanks to the great flying spaghetti monster for that, I mean, else, defeating ennemies would truly be worthless...
