Still, Bartolomeo would need a new bounty increase before Bellamy joins, since it's the same case with Jimbe and Luffy, Bellamy has almost 200.000.000 and Bartolomeo 150.000.000.
It's not really the same though is it?
Luffy's the main character and can't be overshadowed by the bounty or fame of another famous character joining his crew, that makes sense.
So Luffy needs to rise up in terms of bounty and strength, to accommodate the natural structure of the crew.
Or else we'd end up with situations where Jinbei should really be challenging the main arc antagonist along with Luffy or whatever.
In Barto and Bellamy's case, it's pretty different.
Barto is already more famous than Bellamy by way of his reputation as not only a super rookie, but a super violent one at that.
Barto also seems to have the edge in terms of strength.
The bounty thing seems strange, but that's before we've factored in a likely rise for Barto after the events of Dressrosa.
He smacked a vice admiral around, and also defeated a Donquixote officer, not to mention chumming around with the infamous Monkey D. Luffy.
So in summary, I don't the two cases are really comparable.

No, but we can analyse the way he writes this series.
He doesn't make a habit of throwing characters into situations like the one with Barto, Bellamy and Dellinger without there being a payoff further down the line.

Oda's been tying up loose end after loose end for a few chapters now.
We'll definitely get some kind of resolution to the Bellamy situation, since he featured pretty prominently in the arc.
I think Bellamy's new freedom will lead to him joining another crew, and I believe that's what the previous interactions between Barto and Bellamy will end up cultivating.
The last chapter started covering the joining of new crew members and the forming of alliances.
With Bellamy still to appear, coupled with my belief about what will happen with him and the content of the last chapter, I have come to to the conclusion that Bellamy will join Barto's crew next chapter.
I'm just weighing the odds.

Well Bellamy featured pretty prominently in the arc, does he really deserve to be shuffled in with characters like Suleiman joining Cabbage's crew?
I think he'll get a bit more of a spotlight.
