everyone who's kept up with the manga knows that crocodile's former bounty of 82 million belli may or may not have been appropriate. he's arguably the weakest shichibukai, but he was still at least twice as strong as bellamy (who had less than 60 million belli). now, my question is, what the hell makes a pirate more dangerous than another?
now according to the manga, don quioxote doflamingo has a bounty of 340 million belli. luffy currently has a 100 million. we can assume that whitebeard and shanks will have the biggest bounties in the series.
i find that luffy's bounty is slightly odd. he beat a shichibukai that basically started a huge war in a major country. he's also taken out or escaped from several high-ranking marine officials. this would include axe-hand morgan, nezumi, smoker, hina and aokiji. also, the giants of little garden and enies lobby each had a bounty that was equal to luffy's, even though luffy has proven to be capable of taking one out. currently, luffy has done the act of treason, or declaring war against the world government. it seems like no other pirate has done this before. so it would be appropriate if luffy's bounty at least doubled.
now what the hell could don quixote doflamingo have done to raise become such a threat to the world gov? in order to achieve such a level, he had to have done something worse than a grand-scale war for christ sakes.
or is it possible that the world gov just manipulated the bounty amount in order to create a larger name for the shichibukai?
obviously i can't get a straight up answer from this… well because oda hasn't told us anything, yet. i'm just looking for some theories or facts that i missed (because i'm pretty sure i'm not getting the whole picture)
