And when it's less spread things get pushed around. In this arc, there were usually at least 5 or more events taking place simultaneously. If they all get a chapter or two, the cycle gets too long.
Since slipping in couple pages in chapters is distracting and can't resolve anything, it's impossible to always get updates on all the people while maintaining a focus all the time.
It's not like the past when there weren't that many groups of people to track.
You really must have hate most of the pre-timeskip arcs then, I guess?

Like what? Running is only mode of transportation on land and it is a good way to show conversations, gags, the environment and the effects of events taking place. Not to mention it shows progress, or the lack thereof.

Him being wanted stopped being a plot point a long time ago. And even when it was, Viola dismissed it. Turns out she was right. Who knew?
And he only just now gave said inspirational speech. He could have been doing that for the last forty chapters.
