Personally I just think Tatsumaki is just like Saitama. If he had an ego. Totally oblivious to other people's feelings, completely unable to empathise, and prone to misunderstanding people's intentions and the situation they're in. Furthermore, gifted with a power so strong it alienates you.
It's just like when Saitama fought Garou and thought he was just a weird civilian. He didn't even see him as a monster (at least for most of the fight, if i recall correctly), he didn't understand even the slightest bit of Garou's motives, nor did he understand the Hero org's drastic situation.
The main difference, which completely changes the character, is Tatsu has an ego so big that she imposes her own logic and reasoning (despite it being totally flawed) upon others and can't see further than her own reasoning. Her sense of justice is schewed to meet her own views (which are unchangeable as nobody can challenge her upfront due to her power).
And with that, we get this chapter. Tatsumaki imposes her view on Fubuki, ignores all Fubuki says and even restricts Fubuki so she can't defy Tatsu. All in the name of Tatsumaki's "greater good"
