given the last two cover stories were 40+, I would hope Jimbei gets more cover story, though story wise it feels kinda complete at the moment. I agree it hasn't been too exciting or very revealing from a Jimbei character standpoint.

As for the chapter itself, was hoping Kinemon/Kanjuro would play a part in at least defending the people on the mountain since they haven't done any too strenuous battle wise. But they got the same scared expression Usopp has so I'm doubtful ad kinda bummed. Maybe next chapter can prove me wrong.
Pica stuff was great.
Robin got hurt which shows Oda's able to show violence to his females (and I would say as long as they don't get hit in the face, but Baby 5 is shown scuffed this very chapter). So yeah, Robin went through all the motions of a battle without actually fighting/taking down someone. And given her attacks are quick clutches anyways I think this arc was a plus in her book.
The extended flashback was a nice touch, but like Daz mentioned, we needed more of Scarlett on screen to make it have a bigger impact. Darn rushed flashback.
No acknowledgement of Buffalo as one of the Officers defeated. I don't think I saw Sugar either, but given it's the second opportunity we could have seen him (Among the fallen comrades that were gonna be healed), it just stuck out to me all the more.

Luffy could also beat up Bellamy, same way Dellinger did, most likely. Also, we're not even sure Bellamy fought back, since he was mentally broken. There goes that argument.
Do you know how exactly Hakuba's speed compares to Luffy? You don't? There goes that argument.
It's like you don't even understand that Bellamy wasn't standing in place when he threw that punch, but he built up his speed to multiply the force of his punch up to the extremes. And Luffy decided to catch it to save Bellamy, and it didn't knock him out.

Anyways, I think it's more mutual respect than friendship, since they both have grounds for that.
Plan A) Zoro jumps towards Pica, charging his Ashura or whatever. Donquixote fodders see him and say "Waaahh!! It's Pirate Hunter Zoro! We need to at least slow him down before Pica notices him! Let's do our best family!" And so they jump towards him, but Zoro footstools them using them as platforms to reach Pica in a very swift way. Pica will turn his back and punch Zoro's swords, but he will manage to hit him regardless in the face smashing him. Final panel will be showing Pica's back untouched and since he's made of stone he will die standing, with the bottom left corner that will say: "Never turning his back to the enemis, his back is unscathed! One Piece exists!"
Plan B) Pica summons another stone giant between him and Zoro, it will charge his stone punch with all his 4785832 megatons of brute force, but Zoro will take it, flying all over Dressrosa, but before hitting the Birdcage, the Kingu Panchu will hit him back making Zoro ping pong all over the island. But while he is flying, Hakuba will fly with him saying: "…" and then Cavendish will also appear saying: "I won't let you take all the glory Pirate Hunter Zoro! I will take down the stone monster and the glory will be all mine!!! I can already hear the ladies call my name "oooh Cavendish-sama, you were so brave when you defeated that other Supernova we totally don't care about, while you flew in the sky to save a country ruled by a Shichibukai!!! Kyaaaah Cavendish-sama, take me with you to- KAMABAKKA!!" - "YES MY FAME WILL SPREAD ACROSS EVEN THE OKAMAS!! Ah it's beautiful to be the star again~" And while Cavendish was dreaming all about it Zoro took down Pica sama, and Hakuba will stare in the readers face like he is in The Office.
Plan C) While Zoro flies towards Pica with all his might and intent to kill with a big stupid grin on his face thinking about Luffy and concentrating all his might to the slash, Pica does his ultimate move of just dodging the attack, and will hit Zoro and the others regardless.
Plan D) While Zoro is flying across the sky, Pica will do the same. Going out from the Stone statue, Pica will jump towards Zoro and the two of them will clash in mid air. Zoro will pierce him and drag him to the ground with him, while Pica will shout stuff like: "We will die together!!! Nonsense!!" But Zoro will reply with: "I won't die, I have friends that will help me!!!" And so Kanjuro and Kinemon will fly towards Zoro with a poor drawn Phoenix, while Kinemon will shout at him stuff like: "Zoro-dono, by rescuing you i require that you will hand over Shisui this instant!!" And Pica seeing that sword will think back of his adventures with the Family: "(If only i wasn't made of stone, then when we went to the ice continent where i fought that one eyed red giant i would have won and also took that Sword to improve my skills as swordsman!!"
Plan E): Pica realizes that he just needs to summon another stone giant in front of him, so that Zoro will have to cut the one in the back first leaving him time to punch everyone.

When Bellamy is MIA for extreme amounts of time and only seems to repeat his "abused by Doffy" routine when he does show up, its hard to create real investment in his and Luffys "tragic friendship".

Never thought the day will come when I have to explain why Bellamy (who was nobody before time skip and obviously didn't had haki and no great teacher) breaking Luffy's haki(who was far stronger than Bellamy, has better potential than Bellamy, had Haki Guru Rayleigh teaching him haki for 2 years) makes no sense .

Ah yes, Trebol is still around too. As for Pica, well I suppose he's being some kind of formidable threat, but his whole battle with Zoro has been kinda dragging. Zoro finally jumps into serious mode (bandana and all), but hopefully the plan will be a little more interesting than "say a Mihawk-esque line -> cut down with ease"

Then again, investment problem seems to be plaguing this arc quite badly. I find that I care very little about Dressrosa populace and their plights. Maybe that's because how stupid they are acting most of the time.
On a different note, Fujitora's timing is impeccable. He perfectly stays in place doing nothing for the majority of the height of Dressrosa chaos, starts moving when chaos starts to die out, perfectly timing it up with Pica's attack on Riku. It's almost like he is doing this on purpoes.

Kinda a problem in general with this arc, so many characters and plotpoints running around, it's hard to give them all equal focus, so when plotthread [Y] comes back, it's a little jarring.
Damn… this chapter made me miss the great comedy One Piece used to have. Where's that all gone? It's all brawl, drama and destruction. Characters rarely shine other than from their arbitrary quirks. Nami and Robin feel like they have no personality. Zoro is always serious, never laughs. Usopp is still good... but he gets sooo little panel time. Sanji, Brook, Chopper... same. Franky's humor hasn't changed but... he's hardly about being a pervert anymore. He's just a Mecha. Luffy... Luffy's lost his charm. His random, weird attacks that were completely unexpected. He's no longer an underdog, he just fights on par with people now. I don't know... i really want to keep loving One Piece... but it feels so far away from the great stuff that went on earlier in the series. :(

I'll agree with you that Luffy's antics are starting to get a little old after 700 chapters. I would like to see his serious side which he keeps for finishing blows a little more often.
