I like the location of White Town and how it's presented. Law had it very rough. Dead freaking children for crying out loud. But it's still the set-up for the start of the flashback. I like that it fleshes out Law - why he is so stoic and what significance the whole lead bullet thing had. It had to do with Law's past.
I saw the whole "why Oda kills only in flashback" and at this point it seems like a thematic thing - to move on from the difficulties of the past. If you endure throughout all hardships, one day it will get better. It's a reoccuring theme with many of the flashbacks and I feel like also the symbolism behind Sabo coming back.
I was pretty surprised to see Corazon getting easily stabbed so soon

Honestly, this feels as if two visions are conflicting each other. Or at least, that is what I thought when I read the chapter.
I wouldn't say they really contradict each other.
The World Government isn't some kind of a single-minded entity. It has many agents. The Gorosei clearly aren't evil, as we've seen them (atleast one of them, anyway) show remorse for the destruction of Ohara. But it was justified in their eyes. It had a motive of self preservation behind it. They were afraid of the possibility that the information would get to the wrong hands eventually.
That said, the World Government is a big organization with many officials and agents. Like any organization, it's going to be corrupt to one degree or another. Like we see in this chapter where likely a corrupt official decided to cover up the findings 100 years ago. Then a century later another corrupt agent decided that to keep the truth from coming to light, he allowed the spread of misinformation rather than admit that the government helped covering shit up years ago. So he allowed the nobles to escape, perhaps to keep their mouth shut (since they also knew the truth of 100 years ago) and allowed the surrounding countries to deal with this. The massacre wasn't carried out by WG officials like it happened in Ohara, but by the other countries. Still though, the massacre came only later. At first they simply quarantined the place to stop the sick from coming to their countries. They were afraid that the desease is contagious. It was a self defense move on their part. The massacre happened after the citizens of Frovance took up arms against those countries. A war broke out, which ended with the deaths of Frovance's citizens.

Ehm, according to my memory, he added the ?petrification? element to his poison to stop the victims from moving, so they couldn't get to safety while the poison works (which is somewhat slow). So obviously it is "reversible", the petrification is only there to immobilize the victims.

Law's not immortal, and that's not what Corazon did. The Ope Ope no mi would literally fix this problem (Lead-ish poisoning in the body) immediately and without any hassle whatsoever, as its basically what Law did to the kids on PH.
My bet is that next chapter starts with Corazon curing Law in some way, either by using the Ope Ope no mi himself or by giving it to Law. This stabbing is taking place right after Corazon learns about what happened to Law, and he might get "Dead Parents Sympathy" from a fellow orphan. I doubt Oda ended it on that specific scene if Corazon was just going to bitch-slap Law again. It also would play perfectly into the "someone will come to help you" bit from the nun this chapter if the guy he just stabbed winds up being the man to help him.
I recognize that the main emotional sucker punch of the flashback as a whole is meant to come from the relationship with Heath Ledger, but tragedies were piled upon Law in such a rapid fire manner it was almost comical.
"Don't worry Lawrence there is no despair in this world!" runs inside "Ah damn my parents got shot" runs outside again "Ah damn the nun and this horde of children didn't move an inch in the two minutes since I left them and were massacred where they stood" turns around "Ah damn my sister's on fire"

It seemed like Dofla became very interested in the city, so much that he researched it. Maybe he discovered that the place was hiding something even more dangerous than white lead. Maybe some kind of a device that creates white lead as a byproduct. Something a protective suit wouldn't help against.
