How are any of them complex characters ?
And LOL @ Hisoka being on the list . I am not sure how you think that Hisoka is complex is anyway considering how he is a pure definition of a one-dimensional character who only seems to be in the series for the sole purpose of being used as a plot device for Gon's growth . Aside from that he hardly has any depth or personality , Togashi never even tried to explore and explain his character in any way .
And while Chrollo is definitely one of the best villains in the series and a pretty decent villain in general imo , he is not complex character in any way . Hell he is not even a fully fleshed out character given how Togashi didn't bother to explore his backstory in any way .

Meruem and the Royal Guards learning compassion, the Phantom Troupe's deep love for each other than their home and disdain for everyone else, The Bomber who betrayed the group he was in yet had a deep love for his friends and showed it by using the risky dice on himself and them choosing that Gon heal him over themselves.
I could go more into detail but if those aren't complex please show me some villains that you think are.
How is that complex characterization? What do you actually know about The Bomber's character to say he is complex ? The Bomber is easily the worst villain in the series . He is a typical blank personality one-dimensional socio-path by Togashi's standards .

And Phantom Troupe deep love for each other and their home and disdain for everyone else is for what reason? This stuff is given very little to no exploration . We know majority of them came from the city of outcasts who don't want to be part of the society but why were they there in the first place ? What happened in their past to go there ? Why are they deeply close to each other yet hate other people ? Very little is known about their past to explain who these characters are and why are they who they are which is an important aspect of any complex character .
Complex characters are who have been fully explored and explained throughout the series and have character traits that seem to contradict with each other . Alucard from Hellsing is a complex character , Ocelot from MGS is a complex character , Big Boss from MGS is a complex character , Sylar from Heroes is a complex character etc….... just to name some complex characters from different fiction .
Also i am not a expert on characterization so if any of what i said is not true then do point out the mistakes or misleading or whatever.
