That is actually easily explained. Person like that never existed in our employment, therefore it must be a mistake in our documentation.

I assume the Dressrosa residents probably don't keep as much documentation as the Gov't or Marines. So I would think they would have less physical evidence available to them with things like, names, birthdate, family, residence, available. I don't think One Piece is at the point where every citizen has a Social Security Number/Birth Certificate. Though yes, tons of abandoned clothes/possessions would be freaking weird.
I suppose one could stop by killing their Celestial Dragon father. Seems like it might be grounds for it, though I have no idea what the CD's morals on that front are.

Yes, sorry. Her logic stands based on her knowledge though, as outlined by others here. But that still does NOT draw parallels with the rebels vs king's army argument that was brought up.
My hope is that he is not THAT level of incompetent. We've seen Marines ignore things, but this level of incompetence would be new. I'm going with he has either lack of ability, or the scary motive.
