Maybe Blackbeard or Big Mom will consume it out of greed, maybe they'll die or lose their DF powers. That way Luffy/Sabo would be the new leaders of their territory, maybe even using Ace's emblem as a flag. A long shot, but just a theory.

THose would be perks that he would enjoy, but there are many penalties that one must experience after eating a DF that Sanji most likely doesn't want to deal with..

I kind of wanted sanji to use it but then he would lose his ability to swim, and we have already seen that he is the best underwater besides jimbe.. Why would he work so hard to learn 'blue walk' if he couldnt ever use it? how could he swim in all blue if he ate it?
As for rebecca, if she does well in the tournament, and can hold her own against burgess & diamante, then i think she may get it. If not, maybe sabo, but i kind of like him just being a badass haki/martial arts user.
My favorite option so far is Coby. It is very unexpected of Luffy to give something so powerful to someone who's his 'enemy', but it would be fitting. After all, it was coby who risked everything at the end of the war to try and stop the needless violence. He also has the dream of being an Admiral(which he will obviously achieve) All of the admirals so far have had ridiculously badass fruits.
My bet would be Coby->Sabo->Rebecca->Sanji->burgess

It only said in what they specialized on, going with what we have seen so far Luffy has better Observation Haki than Sanji, we don't have anything to indicate this idea against Zoro since we haven't seen anything from him yet but is pretty likely since Luffy always attack using Armament/Observation Haki, so yeah Luffy might be superior when it comes to Armament Haki too.

I never said he had a dragon fruit. His fighting style seems to take some elements from dragon based attacks. He did his dragon claw, but he still fights with the pipe so there's still more to see of his fighting style.
And as for not hurting her enemies, well she has no issues dropping her opponents into a pool of vicious fighting fish, so her moral code seems more like "karma is a bitch" than "I don't hurt my enemies no matter what". If people run into her firewalls or touch her hot body it's their own damn fault, I say!
I feel people often misunderstand Rebecca. Yes, we saw that as a child, she didn't want to hurt people, but she was a child, and heavily influenced by her mother. That shows her strong morals, it's not an indication that she's unwilling to hurt people, ever. She's also a prisoner being forced to serve as a spectacle, fighting to entertain the public. She has been so imprisoned by Doflamingo, who gets violent with gladiators for not shedding blood. By fighting without fighting, she's showing her own strong sense of morals while rebelling against Doflamingo in the only way she can see to. She has specifically stated that she wants the mera mera so that she could take down Doflamingo (and protect SoL), so it seems pretty clear that she's not completely unwilling to hurt people, even directly.
I don't think she'll get the mera mera, so perhaps this was the wrong thread for this comment, but your post reminded me of that.

Zoro can already ignite his blade in blue flame though, eating the fire fruit would be pointless.

I'd be pretty disappointed with that outcome. Even aside from being a waste of a cool fruit, it'd be a narrative damp squib too.

i dont know if you read the same chapters i read but even Smoker and Law had trouble with Vergo.

Can you tell me in which chapter did sanji lose vs vergo since it seems that i have skipped that one. In op that i have read the fight was interrupted. Neither zoro or luffy had any serious fight after the TS so it's not weird that they haven't been struggling . And in what way could the mera mera improve sanji's ability to fight? Sure he could get more evasive maneuvers but even now he's very agile so he doesn't need it for that one that much. He has a unique fighting style as he uses only legs to attack so the fruit would have lose a lot of it's potential for that reason. And at last i don't know how can a fire fruit add to his leg hardness at all. if it was some kind of metal fruit then i would say k it could help him but fire? His bones would crack the same way since he needs to be solid state to attack. In my opinion the fruit would be best suited for nami in the crew or maybe usopp.

Luffy lost to ceasar not because he was weaker but because of his df. Zoro got captured not because he was weaker but because he can't breathe underwater. Completely different from Vergo overpowering Sanji's leg without even using his bamboo, and again different from DD blocking Sanji's 2nd or 3rd best attack to date with just his arm and without budging and then proceeding to use a technique that would have killed him if not for Law.
No one said Sanji would beat DD, but for someone who told zoro to stay back and that he will be the one to save the crew, only to end up getting beat in 30 seconds and having to get saved instead, that doesn't make his 2 years of training look good at all.
Zoro at least managed to get out of Fujitora's hold on his own, while Sanji required Law's help in the same type of situation.
As for what people expect to happen, the reason people expect it is because of how bad Sanji has been performing in the New world.
It's true that Sanji and zoro have been portrayed equally for most of the series, and with wano coming up and zoro getting a power up, does it not make sense for Sanji to get one aswell in wano then? Rather than zoro get's stronger while Sanji gets nothing which would ruin the rivalry.
Anyway.
I've been thinking about it, and as much sense as it makes for Sabo to get the Flame Fruit, I think it would make some sense if it ends up in the Blackbeard crew. Mostly because of Jinbe.
Jinbe and Ace had a friendly relationship, to the point where Ace tried to get Jinbe to promise he'd look after Luffy. They had a rather famous five day fight with neither one gaining ground on one another, and most importantly, Fishman Karate is a natural counter to the Flame Fruit's powers. I'd love to see the Flame Fruit end up with a Blackbeard pirate, so that Jinbe would have a "rematch" against that Fruit.
