Frankly, I'm not too bothered by how Sugar's power works.

Meh, I'm not bothered by that since in the old days a toy-maker was a type of hobby/skill/profession.

I see it do more than 'just turn people into toys'. I can imagine the power makes the victim act as a toy and for people to treat the victim as a toy.
First off, they are toys.
How often does children 'forget' a toy they've put aside for another activity? The toy is cast aside and not given a second thought for the moment when the kid's attention is diverted. The people forgetting Sugar's victims fit in there.
Toys are controlled by the person playing with them, no 'will or thought' beyond what 'role' the user gives them.
So the contract is the role given to the victim. There, it fits within the Hobby Hobby no Mi.
Why is Lightening Soldier free? I can imagine 3 2 possiblites
1- He was among the first ones transformed - turned during or before the fall of King Riku and Doffy's grab of power at Dressrosa. Therefore, he had different orders than the current ones Sugar is giving. Maybe something like "don't interfere with Doffy controlling King Riku"
2- The strength of the contract fades over time - …. nope scratch that its too impossible due to that others turned 10 yrs ago would also be free. We've seen them able to say their name and talk - to the Soldier not another human, (franky just overheard them talk) but none of them are acting like the Soldier.
3- Most likely= The Lightening Soldier has a very strong will and was able to break free.
