NO, that's not the reason we have those scenes, Toei should be grateful to Oda on that regard since his chapters most of the times are heavily packed with content. The problem is you can not hopefully make a 20 minute episode out of each chapter, especially in a heavy action arc like punk hazard. The fault of the pacing problem is at toei and its 1chapter=1episode rule.

I totally agree with every single point you made. If we look at the overall anime, the main problem is the 1:1 ratio, but because i lost all hope that Toei will change that and automatically lowered my standards, i try to criticize each chapter based on how they handle the pacing given that ratio. I really have no problem with how Oda builds up everything, in fact i like how everybody, even fodders, are built. The thing is that sometimes it's hard for Toei (because how they decided to do 1-chapter, 1-episode) to stretch certain scenes that are rather uneventful in the manga without it jeopardizing the pacing. The perfect One Piece anime will be one in which we have 2-3 chapters per episode.

To go into more detail what Sewil is trying to say that whenever a major event takes place in the manga we usually get a two page spread followed by the sound effect "DON!". This is done for dramatic effect. The anime, for the most part, has been able to successfully translate these scenes in the anime (the one major one I can think of is the Straw Hats on the Enies Lobby rooftop). Recently though the "DON" moments have been hit or miss and certain changes have been made to the original manga scene. Things like how characters are positioned, lack of proportions, badly drawn shots and so on which has a direct effect on the presentation of the scene and lessens the effect the same scene had in the manga.
Thanks for the clarification! In fact i totally agree with this. One example of bad character positions is Luffy's recent UFO attack, it was poorly done. Maybe i'm more tolerant towards this because i kind of never thought of the animation as good to begin with (except for a couple of moments here and there), just good enough.
