You guys need to relax, I'm in the forest after you beat the 2nd gym Ive only seen 20-25 or so Pokemon. I honestly find half of those to be of lame appearance but hey its my opinion. I mean Munna, a floating blob with a flower pattern on it. I haven't encountered one yet that I'd say is awesome.
Even Munna deserves some appreciation. I believe it was in Kanto that a girl somewhere by a cave said she wished there was a pink pokemon with floral designs. Also, in some building someone says that they want to explore the dreams of pokemon. Both of those ideas from character text in Gen 1 finally were translated into a full-fledged pokemon line in Black and White.
As for ratings, I tried doing one long ago and the conclusion is easy.
When it comes to starters, Gen IV can die in a fire (the one gen where my selection process was "ugh, which of these is the least boring to me"), Gen V and II are a bit above due to having good sets but with only one clear favorite for me (Dewott and Cyndaquil easily taking the cake for me), then Gen I due to having two that I love and care for (Squirtle and Bulbasaur of course … Charizard stopped being cool after a minute.) Meaning that the top ones in starters for me are Gen III and VI, mostly because I love each starter and each evolution. Sceptile, Swampert and Blaziken are all amazing pokemon in their own way, and I've had each one at different points in time. As for Gen VI, I don't know how useful they'll be, but I genuinely considered each and every one of them, and only settled on Froakie after my girlfriend called dibs on Chespin and I realize I wanted to hold out on the chance of a grass/fire pokemon happening.
In terms of pokemon design, Gen IV can die in a fire, everything else is great with Gen II being at the top due to sheer hype. Ironically, most of my favorite all time pokemon are in Gen II or some of the evolutions of Gen IV, but the fact you get them after the main game just made the whole experience irrelevant and my in-game team the most forgettable set of pokemon I have ever owned.
As for gameplay, Gen IV can die in a fire, while everything else is ok with Gen V being at the top in terms of balancing gameplay a lot more, improving the progress of training and leveling up (particularly with Audinos) and going for a story arc that was just completely different from everything else.
Just for context on my Gen IV hate, that generation of pokemon was the one that made me think "I'm too old for this shit." If it wasn't for fortune putting White in my hands and me experiencing that, I wouldn't even be playing pokemon to this day. So thank you, Gen V, and fuck you Gen IV.
