I'm pretty sure Vergo was using haki and not some sort of Devil Fruit. In fact when you think about it we have never seen human flesh become black with haki. Luffy's flesh is rubber, and with Vergo we only saw the staff and his jacket sleeve turn black. This color change is likely what happens when haki comes into contact with certain materials, i.e. rubber and whatever Vergo's staff and coat are made of.
not going to spoil any details but just to address the last point: in 673 Oda English-boxed him and his spelling is Vergo, which is what I had already used in the 672 script

Yeah other's are right, that is just how the writing utensils look like in OP. The 'wing' look makes me want to call it a quill, in sone panels you can see an inkwell if they show a good view of the desk. I think the 'quill' (or mayby calagraphy pen? they sometimes use inkwells(the non-refills)) looks same as pens & pencils. They do have markers in OP and they look like markers so not all writign instrumetns are same.. but most are lol

When he does start to put effort into putting the smack down on Law, he strains a bit and then says "SWAP", whereupon the black spreads to his sleeve and stick. That sounds to me more like some fruit ability we have not encountered yet, rather than generic haki.

Or it could be that the "hardening" application of CoA has that visual effect, while other applications (the "invisible armor", the solidification of Logias), don't have visual effects. It's easy to tell when someone is solidifying a Logia (although it got a bit confusing during the war, when the Admirals were taking hits), and invisible armor is… Well, you know.

That's… Actually not too infeasible.
In every chapter where haki is in, there are those endless discussions bout wether its haki or not.
Not that I care a lot, but here are my 2 cents:
Since Oda explained the first parts of haki through Rayleigh (right b4 the TS), we saw Luffy using CoA. And almost everytime he used CoA for offensives the body part used for the attack has turned black.
Now we have Vilgo who turns black his hand as well as his bamboo stick and strikes Law, who looks really done for right after the strike.
IDK whats the big idea of this discussion again, but Vilgo's move screams:"IT'S CoA!!!"
If it is a DF, it'd look like a darkness fruit, but yeah, it's not that possible.
Remember: Law got struck with the stick. There was no other hax-power behind it. It looked just so much like CoA.

It's only hard to tell during that scene because the manga is colored in Black/white and the Black of his haki would be hard to distinguish between the red of his cardigan when things are colored so darkly in that scan.

Luffy says hardening because that is the kind of affect large amounts of haki has on his rubber body. I say large amounts because I'm pretty certain that luffy can control/regulate the amount of haki he imbues in his limbs. Otherwise he wouldn't really be able to hold back/control his strength at all while using it.
The normal Haki isn't "imbuing" though. It's "covering" or "cladding" something in it, as it was described by Sentoumaru and Rayleigh. A thick armor is still an armor. Making the object itself hard is not quite the same thing. What makes the most sense is simply that it's an application of CoA, not just a lot of CoA. That's why it's called Armament: Hardening. Armament - the general. Hardening - the specific. Like Santoryuu: Sanzen-Sekai, for example.
If it turns out to be the haki that Vergo is using, so be it..But I really don't think it is.

On the more serious note, to answer someone's question a few pages back, the sound effects in the scene where the bamboo turns black is
top portion: gu…gugu.... (sound of something growing, in this case, the staff getting longer, obviously)
bottom: kachi-n! (sound of something getting really HARD. Like a rock or metal)
