I'm not running this thing in any way (I burned out on the character tournament) but this is my understanding, and coming at it from a mod POV.
Local managed to mostly stop doing the thing he was banned for when he came back with a new name. But he's still not eligible, despite being nominated for most perverted, and if you check, he's not actually on the final list.
Restsudo isn't eligible either, I'm sure thats just a case of Ubiq not knowing the member at all, or his banned status and he probably wont be on the final ballot now that that's been noted. I don't even know who Hvedekorn is.
Perma-banned is perma-banned. If they're back with a new account, them being allowed to stay and hang out is reward in and of itself.
In most cases temp bans are their own punishment, and are meant to be that. Temporary, a warning, and providing of a second chance. (And some temp bans are only for a day, to punish IB4 lock posts, for example.)
Some exceptions may apply in cases where the ban was self-invoked or whatnot, but really, if you go around insulting people non stop, use foul language constantly, or are incredibly confrontational, you should understand why that sort of behavior is frowned upon.
EDIT: Checking his post history, Hvedekorn is obviously a blatant troll, is now perma banned, and is no longer eligible. Would have done that sooner if he'd been pointed out to me before.
