Okay, I'm going to answer this NOT because I don't think the initial question was a little insipid, but I feel a lot of people go a little overboard or how the judge Naruto and Bleach.
Probably because Naruto and Bleach go overboard in being horrible rags of comic.
I mean people do have a right to their opinions but sometimes it seems whenever you ask an One Piece fan their opinion on Naruto you always get responses that polarizes its worse traits and diminishes its good ones.

To me, Naruto is a very good series.
It's a good series, then you finish the Chunnin Exam and the next 40 something volumes are garbage.
The manga art goes through an astonishing evolution from sophomoric sketchy cartoony designs to a more realistic and grounded style by the time the Shippuden time skip starts up.

The art was wonderful in the early series, what a dumb tunnel vision concept you have of art that you use a word like sketchy as a negative.

The evolution you're talking about is the slow miserable soul and care put into the art being sucked out.
The problem with Naruto is that the writing sometimes undermines the characters and works against their development for the sake of pushing the story (Naruto's will to save Sasuke, Sakura in general).
Those characters are part of the problem.
But it is still a decently paced manga,
The Sasuke Rescue arc forever shattered this myth.
with a story that starts out about a boy ninja gradually finding acceptance among his peer and evolves into a morality tale about the nature of war in the ninja world in general.
Fucking bullshit. It started out as a story about hard work and moving up in society, and randomly fucking turns into a garbage love story between two boys with flimsy phoned in morality that would be stupid for the Star Wars prequels to touch.
Another flaw is the manga operates in "peaks and valleys" type writing. When it's at it's peak I do feel Naruto is toe to toe with One Piece in epic execution (the end of the Valley of Mist, and Sasuke vs. Naruto are some good examples).
Sasuke Vs. Naruto is by far one the worst shonen fights in all history.
Bar none. It was every awful shonen cliche in the book rolled out chapter after chapter.
But then the manga seems to lose steam and have some portions that are a little tedious to read. Still, it has not completely dropped the ball and always gets exciting again when necessary.
If by always you mean "hasn't in 40 volumes" that's a long ass valley.
Bleach is a series that starts out with a unique premise (Not too original as it is eerily similar to another Shonen Jump series, Yu Yu Hakusho) and the story builds to a larger arc after the first few volumes. For most people, the second arc tends to have a love/hate reputation. On one hand it introduces a slew of epic plot points, and unique characters.
Boring twists and cardboard cut outs referred to as "characters".
