First and foremost, Chopper's line a few chapters back doesn't specifically use the word "again". I believe he says "nande mata!?", which literally means "why again!?", and is commonly used for general shock, like "what now?"– basically, he's shocked because Luffy has done something crazy again, not necessarily a specific thing for the second or third time.
Anyway, about Croc and Daz's conversation. The term Daz uses when he mentions Luffy is "wounds", and it is in quotes. The term itself doesn't specifically mean physical pain, but could also mean emotional pain (Ace's death), so if you consider it is in quotes for emphasis, it seems likely that is what they are referring to. So his line could be read as, "Strawhat has "wounds". Would they go away so easily?" Furthermore, Croc's dialog can be read a little different as well; something like, "Bastard. Are you referring to me? I'm recovered. As proof I'm going to the New World." This follows the above mentioned context, in that Crocodile gave up as a pirate after Luffy destroyed his plans, as seen in his desire to remain in prison when the rest of Baroque Works escaped. So "as proof" that his "wounds" have healed, he is heading back to the New World; that fits better with emotional/psychological wounds, since he shouldn't need to go to the New World to prove his physical wounds have healed, right?
Let's look at the reactions:
Cobra: Vivi took the papers with her to her room, looking rather confused…
Vivi: Umm…. is it for fashion!? No it can't be, it's Luffy afterall...
Vivi knows Luffy well, so this is very telling that it wasn't something like punching a World Noble, getting a bounty increase, breaking into Impel Down, or anything "unprecedented" that we have seen. _point out that she was confused, and that she thought for one reason or another about fashion/outward appearance, but dismisses that because Luffy doesn't care about that stuff. Were it action-related, like the World Noble, bounty increase, Impel Down, etc, etc, etc, she wouldn't be confused. She wouldn't be thinking about… whatever she was thinking about. I forgot to mention in the spoiler thread, and jamjamstyle brought it up, but Cobra also shows no signs of disapproval for Luffy's actions, though his only comments about the news article specifically were that Vivi was perplexed.
Iva: He must have gotten his unprecedented antics from his parents.
Nothing much to say here, other than Ivankov using the term 'unprecedented', which, when put next to Vivi's statement seems odd. An unprecedented piece of news that makes Vivi think of fashion/clothing/outward appearance and confuses her.
Revolutionary: Yeah, he was said to be missing in action after the war, but now he shows up and cause such an incident…!!
I don't know about the Japanese on this one, but this particular comment seems to differ from the others. Vivi's, Sanji's, and Croc/Daz's confused reactions are what throw me off the most, personally, so I'm not sure what to make of it.@brennen.exe:
Law told Rayleigh that Luffy shouldn't be moving around for another two weeks, and given close locations like Enies Lobby and the Saboady Archipelago are a week away, I find it hard to believe that the news has Luffy off of or away from Amazon Lily. That's one of the more confusing aspects of this whole 'news' ordeal, to me.
