I haven't the slightest clue in the world. As Greg pointed out, with Rayleigh by his side, Luffy could be up to pretty much anything now, for any sort of crazy reason.
He'll be getting stronger though, to be sure. And Rayleigh thinks it'll be significant enough to allow Luffy to avoid a situation like Shabondy again.
Greg was tossing out wild theories as EXAMPLES. Of things we as readers (and Chopper) would find INSANE, but in the context of being by Rayleighs side, isn't so out there.
Nothing with weight to it, just examples. (I think.) There's really no telling. I'd love it if Luffy was doing something insane. (Similarly, Rayleighs sheer presence on the island alone convinces me there won't be an AL invasion arc, since nothing short of a full out Admiral led assault would have any chance)
But at the same token, there's a fair bit of AL buisness to tie up first.

An important thing to remember about the prison break is that from the very start, Luffy had a SHIT-TON of help starting with a Shichibukai. It wasn't his typical, 'Good luck guys! I'm goin' in ahead to bust the heads of the most powerful people.'
Everything happened because of Luffy's presence, but 'Luffy' didn't break out of ID. Combine this with his efforts in the war amounting to, well….ANYTHING only because he had the help of...PHHH!!!!! I can't even bring myself to say it.

And that's why I really don't think he's done anything sufficient from the 'strength' level of a bounty. 'Threat' side? Yeah. But if that's the case, BB better have a debut bounty that eclipses Luffy.

And we don't know that Sabo was directly hit by the bazooka, so…

Everything happened because he was there.
But he would have dead if he was alone.
While he can be implemented in the start of everything, the breakout wasn't entirely made possible by his actions. I was just thinking about this yesterday. Even without their DF powers, the staff of ID had to be able to quelch unbelievable villains from the New World. They should and could have been able to DESTROY him, but instead, using Iva's brains, they overwhelmed the staff with sheer volume. While Luffy is the origin, it's not like EL where he literally took his ballsack out and singlehandedly knocked over an arm of the government with it. And I don't mean his crew didn't play a part in the overall success, but if you watch from almost the start (as in before Rocketman even 'arrives') to the finish of his battle with Lucci, Luffy is almost entirely isolated from everyone else and responsible for taking down CP9's root of power.
And in MF…

Yup. Luffy's bounty increase after EL was largely for him DECLARING WAR on the government. Beating Luchi was impressive, but he'd already beaten the likes of Arlong and CROCADILE. For that, for sheer strength, (that had at that point only been used against other pirates!) he only got a bounty of 100 mill. It was going against the world, burning the flag, that raised his bounty by so much, not just beating Lucchi.
The government already considers him a huge declared threat because of that, that wouldn't factor into future bounties.
We don't know how big an increase the Ambition outburst would factor into it. That might be worth a 300,000,000 boost all by itself. Or… that might just simply tie into the fact he's already a known quantity of threat. Hancock had ambition powers after all and her bounty is like, 80 mill.
He's done a lot since then. But a ton of that blame can be spread around. (Especially towards Buggy and the surprise reveal of he's a 20 year planning mastermind from Roger's crew who was actively stealing credit) And he's still the same declared enemy, as strong as he was. All the things since would add up to a bounty increase, sure... but he's still largely the same known quantity. His actual threat hasn't changed all that much, though the possibility has. Being associated with whitebeard? Knowing revolutionaires? Defeating ANOTHER Shichibukai? Those all raise his threat level a bit, but he's still at basically the same status as he was when he declared war. And ESPECIALLY with his crew scattered, and the current highest bounties we've seen, wouldn't necesarilly be a huge jump.
How is beating Moria any more significant than beating Crocadile, aside from showing it wasn't just the circumstances that put Luffy against a warlord and that he would, yes, fight any he met?
But. Punching a world noble? Out of everything he's done, that's a level beyond what was expected of him and unprecedented.... with incredibly wealthy people willing to seek revenge that aren't tied to the government.

Determination, Will, etc. Ussop seems to be lacking in all of these. If he, the weakest of the characters can develop a semblance of this power, then I will be hugely impressed. He must, after all, but probably not until close to the very end. In fact, I wouldn't be surprised if he ends up being the big hero, when all else fails.
He is, as Oda intends him to be, the most human of the strawhats. But a story about growth and overcoming challenges against all odds must even take the most human character and turn him into something "nearly" superhuman.Woo that would totally rock my boat, though.

Seastone, yeah, it's cool and all, but it only works against people with DFs.
And one more thing.
Not all Haki has to be the same. The Boa sisters showed that Haki can take the form of an overpowering presence, which knocks all others out, a sense of all things that helps to evade attacks, or an indomitable will that defends against all attacks. Ussop doesn't have to show that he has, for instance, Luffy's "presence" Haki.
I don't think any of the strawhats but Luffy and Zoro should really develop the "presence" Haki. I would be happy if none of the others developed any Haki powers whatsoever. Zoro may already show signs of the "indomitable will" Haki, since he never seems to go down now matter how much damage you give him.
But if Ussop were to develop something like the "sense" Haki, so he could evade all attacks, then I think it would fit nicely with his fighting style.Obviously, he's one of my favorite characters…

Seastone bullets? Seastone sword?! The only one who probably does not need Haki is Nami. But you can bet Usopp is not going down in history never being able to hit a Logia, in constant shame that he couldn't help Zoro. That goes for all the rest as well.

I expect at least Zoro and Sanji to develop haki. Maybe Zoro even king haki even if it would mean that Zoro and Luffy would make the gap bigger to Sanji. But who knows.

First of all he doesn't need some long range attack to be a mosnter. He did well till now by kicking canon balls or buildings as long range attack. But it would be stillnice to see^^
And if he get one than it would Rankyaku like. You know Sanji is the guy using his legs^^

Sanji is a martial artist, Hell Wink and Death wink are part of a martial art called New Okama kenpo. Besides it doesn't go against the rule of using his hands so what's your point.

Why not using a Rankyaku like move with his legs besides a shitty death wink who doesn't fit his character after all? Iva is a fun character and with his hormones he can make himself bigger as wellas his eyes which would power his death wink… How could Sanji power up his death wink?
BTW I hate mere copies of attacks. Oda will show us something unique for each one and not copies from other characters^^
Would be the same if Brook, a swordsmen, will start to use Zoro's attacks and the other waay around^^
