thats how stories go, they like to surprise us. how many times do you see people get together to explain the strategy, but we don't get to hear it. we hear it at the end when their plan worked and they explain their genius. well this was same thing, Oda gave us this "key" so that we would not think of using mr. 3, and also maybe not think of possibility of someone being able to cut karoseki. i wonder if its possible to cut it, or if someone can.
be funny if in future arcs zoro is able to, and they put cuffs on like luffy they destroy like the only key or something. then zoro is like whatever and just cuts them.

but as same as in those millions of other shows and stuff have shown if you aim not at them but something else they won't dodge it and you will hit it. Whether that is a small mechanical thing for his rocket boots, or a gun in their hand, or the bomb detonater in thier hand, ect. THey will always hit that, but if the person instead uses that AMAZING aim as you say and shoot for the person eye the person will dodge it with his 6th sense or instincts per say. It always happens. I've been attributing Kizaru's no-shootin head policy mainly to his personality.
Sure he's a jackbutt, but he's a jackbutt with honor. As such, he won't kill those without the proper prompt, and won't execute prisoners without an official order.

I'll explain what I was talking about slowly.
I was not surprised that Mr. 3 ended up there with Luffy and he helped in freeing Ace. The only thing that was "surprising" was his reason for being up there.
Mr. 3 being the person that led to Ace being freed from his shackles was not out of the scope of probable possibilities at that time. If you were paying attention Oda has frequently left out big name characters for a chap or two only to have them come back and do something important (i.e. Croc coming out of nowhere and stopping the marines from killing Ace with his own reason). So Oda having Mr. 3 be the one to free Ace is not at all surprising. Oda doing that has nothing to do with misdirection either btw.

When did Oda lead us away from Mr. 3? All he's done like I've already said in this post is leave out a character for a couple chaps to bring them and have them do something vital and important to either prolong or move the story forward.
He didn't incapacitate Mr. 3, he didn't put him on the other side of the island, he didn't have Mr. 3 fight on the opposite side, or anything to make us think Mr. 3 wouldn't be around. I think the pirates will all start planning an escape… I think WB will die, but hopefully after an escape and not in the hands of the marines.
Kizaru shot the key on purpose. He has the light logia power, so he just needs to see something to shoot at it with perfect accuracy. Just like a laser, you point the target and that's it.
Why did he shot the key and not Luffy ? Because he wanted to play with Luffy, torture him, make him mad. He could never - as we couldn't - imagine that Mr. 3 was on the platform already. So he thought that ruining Luffy's last hope on the last second just a few centimeters from his brother would annihilate him and all the WB pirates subsequently. And that's what was going on just before Mr.3 woke up, Luffy was about to lose any remaining hope, or to go crazy at Sengoku which would have killed him.
Shoot Garp's grandson and Dragon's son in the back? I don't think anyone would be ready for the consequences

Also, he probably had only enough time for one hit. It would hardly harm luffy… this is the one piece world after all.

I don't really view the problem of dodging Kizaru's attacks being speed but rather vision (which can only work at the speed of light at best). The moment you see the attack is when it's already hitting you. Hakition/mantra/intuition/etc is necessary to be aware of the attack before it hits. At least, that's how it should work.
Okay i was looking at this chapter that last page kind of flow with how i see this war ending if you look closely ace is pulling luffy and mister 3 away from the battle . So i think they are going to get behind WB. Then sengoku in an effort to get ace back and save the face of the marines will get attacked by WB the two of them fight. Then WB fall onto one knee he'll tell ace about how he wanted him to be the pirate king and then tell him to take his "brothers" and get out of there. Sengoku attempts to lay the final blow when WB uses the last of his strength to cause an earthquake that destroys marine HQ. Allowing the rest of the pirates to get away.
before anyone says but their is no death in one piece he wouldn't really focus on the death but more the love he has for his crew and how did what luffy always he willing to "die for his dream"
If he dies and destroys marine HQ it set up a lot of plot lines like ace will go after one piece starting a sibling rivalry. Fishman island will be unprotected so the slave trader will run ramped allowing luffy and crew to end it for good. It leaves the marines to regroup which opens the door for revolutionaries to take advantage to no major opposing threat. It also shakes up the over all power of the world .

With mantra and prediction haki the one that uses it, knows about attacks before they even happen. Without those abilities it is still possible to dodge because he has to take aim and he alligns his arm and finger with the shot so a person could move out of the way if they were observant and fast enough.

I agree with Reffi, if kizaru shot Luffy he may at least open the handcuffs then die, also the key would be there too if he didn't.
I assume Kizaru shot the key sheerly to fuck with Luffy and see that look of despair and lost hope on his face. He's been having fun taking Luffy down a peg, kicking him backwards and just causally shooting him when he's had several opportunities to do a finisher on a helpless Luffy already. To make him lose all faith, right there, inches away from sucess, would have crushed Luffy and the rest of the pirates, who were in their final charge.
And of course, he had no way of knowing 3 was there.
Trying to justify Kizaru's actions is kinda silly. If he chose to move at the speed of light (which would be logical since they're at war) then he could probably fight the war by himself, but that really doesn't make for a great story. I think it's better to just leave it at ''Kizaru did what he did because that's what Oda wants''. It's very hard to come up with a logical explanation for a lot of things that have happened in this arc, considering the actions of all the guys with massive power or how much abuse Luffy's taken.
Trying to get into the semantics of why any of that turned out the way it did seems kinda fruitless. I doubt even Oda thought about why Kizaru isn't lightspeed fisting everybody on the battlefield.
I just think Kizaru wanted to delay/stop Luffy. Luffy was literally one second from unlocking the cuffs. I mean Luffy, despite his courage was in the most dangerous of places. Kizaru plainly had faith in Sengoku to take out the rookie Luffy, and Ace. Even though Kizaru is light and because of this very fast, I still don't think he had a lot of time to think of what else he should have done at that very moment. He was facing off with Whitebeard after-all.
Now if Kizaru shot Luffy in the head… well as someone said before, we don't know exactly what would have happened. But for the purpose of the discussion, if Kizaru had done that, would that have instantly stopped Luffy in his last moments to free Ace? Luffy was literally a few inches away (if that) from unlocking the seastone-cuffs. To ensure that Luffy wouldn't, Kizaru destroyed the key. I think it's quite simple.
