The evidence that they're good is the tyranny of the World Government…perhaps you don't know, but in Christianity, the End Days, Revalation predicts a World Government as evil, as a force which will be used against humanity.
So again, your argument that they're good is because they're on the opposing side.

Luffy will take down anyone if what they're doing is unjust.
No, Luffy takes down anyone that wrongs people close to him.
-Morgan:he didn't step in because Morgan was corrupt beyond belief, Luffy only did it because he wanted Zoro was his crewmate.
-Buggy: Luffy wanted his map of the Grand Line along with a respect of Boodle, not as a response to his destruction of the town.
-Kuro:not due to the village, but because of Usopp's bravery in spite of no one believeing him and Kuro was frankly an insult to pirates.
-Baratie: taking out Krieg would absolve Luffy of his debt to Zeff along with wanting Sanji as his crewmember, not because Krieg went back on his word when he said he'd leave after getting food.
-Arlong: he didn't step in because of Arlong's plan to take over East Blue; Luffy did it because he made Nami cry.
-Alabasta: he didn't do it to stop the civil war going on there; Luffy did it because Vivi is his friend.
-Jaya: Luffy only stepped in because Bellamy gave him a reason to when he stole the gold statues from the Saruyama(sp?) Alliance; not because of of him being a sick bastard.
-Skypeia: wanted to ring the golden bell for Cricket and Ener had kicked his crew's ass during the survival game, not because of the long war between Shandians and Skypeians.
I could do more, but I'm sure I've made my point.

Sakazuki's actions in blowing up the refugee ship weren't on their orders. They were the ones who sent CP9 in before the Buster Call started in order to confirm that research into the poneglyphs was going on. An indiscriminate bombardment never happened, nor have we ever been shown one.

No, it is the World Government that Luffy will fight, not the Revolutionaries.
Luffy isn't fighting "the World Government" or "the revolutionaries" since he doesn't really care about either.
Will Luffy fight individuals associated with both? Most likely, but only if they do anything that may affect his crewmates or friends he happens to make wherever he's at.
Pirates are pirates. We can't look at "Pirates" as a whole…they're individuals. Some are evil like Kuro, Krieg, Arlong, Blackbeard, or Kidd...some are just like Luffy, Whitebeard, Shanks, etc.
Then cut the double standard bullshit and learn to apply it to not just one group and instead do it for everyone.
Otherwise you're just further affirming your hypocrisy.
If you're going to call anyone who starts a revolution evil, you might as well throw Benjamin Franklin, Thomas Jefferson, and the rest of our founding fathers on that list. Revolution is not unjust in the face of tyranny…and that's what the World Government represents in One Piece.
Again, no one's calling them evil, but they're certainly not just considering their methods.

Gol D. Roger, Pirate King, we were told through his best friend(Rayleigh) is the type who just does whatever the hell he wants. Along with the constant comparisons to Luffy by other characters(Kureha, Gan Fall, Kokoro_) further cement that and not what you;re trying to describe.
Let's look at things as a whole.

Roger, the Pirate King, has it all. But he's dying of a terminal disease. He dismisses his crew and turns himself in…why? If he evades the World Government, the world cannot witness his death or his final words. Rayleigh indicated Roger INTENTIONALLY crafted his final words to create the Great Pirate Era.....but what purpose could that serve? It seems Roger wants to inspire a successor...but not just the next pirate king. No, the next person who reaches Raftel will find what he left there - The Rio Phoneglyph, the True History. This is not some trivial side story to give Nico Robin a purpose...it's a HUGE part of the story. It wouldn't recieve so much build up, so many subtle hints if it were not.
And that somehow requires the World Government to be the Evil Council of Evil Evilness how?
Hell Roger starting the Golden Age of Piracy made things likely much worse for the average person in One Piece due to causing a massive influx of pirates to pop up all over.
So you're gonna need to do a lot better than that.
Rayleigh says the Straw Hats are not ready to hear it. If it's just information, this statement wouldn't make sense. However, they soon realize just how weak they are facing two World Gov. top officials, Kizaru and Kuma. They're not ready because they're not yet strong enough to face the top Marines, the top Shichibukai, etc. which is what will be necessary if they are to take down the World GOvernment
And Rayleigh also said that he and people like Clover may have been hasty in their assesment. Which could imply that even they may have been wrong as well with whatever conclusion they came up with.

The Revolutionaries aren't taking control of these countries, they're liberating them from the World Government. There is no way a single body can rule 170 countries without extreme corruption - and that is likely what the True History reveals; The methods used to gain control of the World, perhaps related to the Will of D.
And a lot of those countries were relatively peaceful before the revolutionaries saw it fit to "liberate" them.
Both of them have done good and bad, so these all-encompassing labesl that you're trying to pin on these organizations are wrong, especially when we've been told over and over in the comic that they don't exist.
There're also two distinct categories of Marines
True Justice - those who do what is right, regardless of orders
Absolute Justice - Ends justify the means mentallity which ultimately seems to be the philosophy of the Elder Stars, Akainu, Sengoku, etc.
I see a definite split in these two factions in the future.
So you want to see a massive break-down of the Navy and World Government in favor of open season for pirates to do whatever and one guy at the head of the opposing side(Dragon) being the one who'd run things.
Good luck on making a case for that._
