Come to think of it, is it ever established that the Admirals are stronger then the Shichibukai? I forget. I just remember that the Admirals are "the strongest in the marines."
It seems to me that, if the Admirals had the powre to kill the shichibukai, such as Mihawk, then the WG would have just sent them instead of making these powerful pirates shichibukai.
We just know the Admirals are called the WG's strongest powers. The Shichibukais are also under the WG's orders, so…
Perfect example of skill without speed/power: Vash the Stampede.
In the manga, it shows that bullets actually do go toward him (he doesn't actually dodge them, as is implied in the anime) when a bullet goes straight toward his head and his angel arm stops it about an inch from hitting him. Plus, his body is torn to all hell (both manga and anime). His body has an autonomous protection against harm.
Vash's only real power is his angel arm. Otherwise, he has roughly the abilities of a human when it comes to fighting. It's only his super regeneration and extremely high metabolism that makes him a plant. It's even implied he LETS himself become mortal by taking bullets:

But that aside, someone can be skilled and not necessarily fast or powerful. Mihawk is pretty much all 3. Anyone that can deflect bullets with a sword is pretty fast, ne?
And I don't think cutting an element would help much. Robin kind of broke Aokiji's spine, remember? And he still reformed himself. Not to mention Luffy ate part of Crocodile. The only way to hurt a logia is to find something that counteracts their ability. Period.
For example, Smoker could be sucked up into the milky dial. Instead of water, all you have to do to beat Ace is cut off his oxygen. Aokiji can be beaten by fire or by salt. I think salt's more likely, because ice won't reform in the presence of salt. If you melt him, he can just reform.
I called it wrong, so long ago. I guess this needs to be changed.

The Shichibukai are also pirates, and they hardly under orders, as seen in that Shichibukai meaning.
The don't really "work" for the WG. The deal is pretty much, "we'll stop persecuting you and you get to kill all the pirates you want."
This deal seems to establish that either the WG can't beat the Shichibukai or it would be too expensive stop them. If they Admirals could just kill a shichibukai, then I think the WG could have sent them.
OR, the Admirals are too great of a WG resource to even risk them fighting a shichibukai, since I don't want to suggest that the Shichibukai are stronger.
i figure that they probably could take down the Shichibukais but it would be costly in both resources and man power that they really cant afford to lose if they are to keep the Pirates at bay and really why waste the man power when you can just cut a deal with them and instead of losing resources and manpower actualy gain 7 strong fighters for your own team.

Dealing with the Shichibaki as a whole would decimate the navy, it's just too much as thing exist currently.
They can barely contain the great age of pirates as it is, and that's with the Shichibaki restraining it's growth.
Can you imagine if you removed the Shichibaki from the governments side, and then added them to the rogue pirates side? The WG would like instantly lose not only one of it's great powers, but the strength of the pirates that oppose it on the open seas would increase tremendously.
It's like taking a perfectly balanced scale, and taking a giant weight from one side and setting it on the other. Which is why the Gorousei were so concerned about even one hole with Crocodile out of action. They simply cannot afford to have the Shichibaki's power turned against them (as a whole), things would collapse into mayhem.

Honestly, I think that's overrating the admirals abit.
Akoiji already said he was going to have to deal with Crocodile himself, who was only worth an actuality of 180-ish million.
There are most likely Shichibaki that can fight on even ground with the Admirals, and even pirates that are as strong as the Admirals like Ace most likely is, and it wouldn't surprise me if Mihawk is as well. Whitebeard obviously is even stronger than any of them, Shanks is questionable but he's obviously going to be powerful, and then god knows who else is out there.

Wait, there's one more problem with this. Odlam has a point too. The WG and the marines, with all their power, are at a standstill in holding off the great Pirate Era.
More likely, it's the World Government trying to find strong allies to try to surpress as many pirates as they can. Fighting these particular pirates would put such a drain on the Marines and WG that well…they wouldn't be able to maintain order in the Grandline...in fact even now they are not.
Now, on the Admirals vs. Shichibukai front, if fighting these shichibukai would put too much of a drain on the WG, then it's suggested that the Admirals would at least have a hard time beating them. Even if they are stronger, there's still a chance that Mihawk could cut off someones arms or somethig, crippling the Admirals after a victory, and thusly crippling the marines.
So, its a deal that saves both side a lot of trouble. Still though, I don't like it when people suggest that the WG controls the shichibukai or that they can kill them at anytime. No, the shichibukai position is more or a truce. If anything, currently the marines and pirates are equal in strength with each other.
For that strength/speed vs skill isnt very clear. Theres alot more aspect to swordsmenship. Example in OP. Remember Zoro fighting Mihawk at Baratie? Zoro swung his swords way faster and with way more strength but he wasnt focused and therefore Mihawk was able to beat him effortlessly. So when you say "skill" clearify like saying its experience or something or else it could mean everything except strength and speed. An accurate and manipulative and vital point hitter and knowing what the opponent's moves person (and we'll pitch in a few devil fruit powers) can probably beat a fast and strong person.

As Mihawk states about them being two conflicting groups of equal power, what is going on between the Shichibaki and the WG at the moment is more or less a truce.
There's a quote by Abraham Lincoln that says "Do I not destroy my enemy when I make him my friend?" and that's pretty much the policy the WG has here. By nulling these pirates bounties in return for cooperation, not only do they effectively gain 7 highly powered allies, they also have destroyed 7 highly powered enemies who had the capacity to do a great deal of damage.
im having a hard time beliving that the entire Marine HQ with its thousands upon thousands of soldiers and warships and 100 if not 1000s of high ranking captains lieutenants commanders vice admirals admirals etc are only equal to 7 men no matter how strong they are….
as i said before the Marine probably could crush the Shichbukai if they had to but rather than waste the manpower and resources so desperatly needed in the GL they rather cut a deal with them and as myself and many others have pointed out gain 7 strong fighers for their own team without any loss.
Well it's what Oda had Mihawk say regardless, and Oda did not have Sengoku dispute it. It's not like our opinions even matter there, there is no "well I dont like it so I'm gonna pretend it doesn't exist" - it's right there in print straight from Oda's mind.
Regardless though, the obvious point is if it came down the the navy versus the Shichibaki, it would not be just as simple as "lets go kill the pirates" - the navy would be decimated in the fight, even if it did win, and certainly not be in any shape to continue the standstill with the Great Age of Pirates.

Well I don't think he was really Shichibaki level like Croc until he developed his gears (ie. now he's strong enough to compete with the big boys truthfully).
But I'd say the rampage he did on Enies Lobby is definately some evidence towards his uberness.

Well, with all the people in One Piece who have the power to knock down mobs of people in one strike, or cut ships appart, it doesn't seem so unlikely. The shichibukai are strong after all. If Mihawk could destroy a fleet of 50 pirate ships then I don't see how he couldn't destroy a fleet of navy ships.
We've been in the Water 7 arc for too long , people have seen the WG's power for so long that they're forgeting that there are strong pirates too.
If the Shichibukai together were stronger than the combined Marines, they would have no insentive to work for the WG.
No the Shichibukai are weaker than the WG, in fact have to be weak enough so that certain individuals within the WG can take care of them should they decide to step out of line. If it takes all the resources of the WG to take down the Shichibukai, the risk of them rebelling is too great to keep them around, thus they can't be that big of a risk, they are merely a tactical advantage of the WG in order to fulfill certain jobs without the mess of getting their own name dirty.
I believe the Admirals, Vice Admirals and Gorusai are stronger than Shichibukai, else like I said, why bother with the WG at all? Form a temporary allegience of 7 pirates, decimate the WG, and let the pirating age prosper forever.

yeah he could probably beat thousands but sooner or later IMO he should be worn down due to fatigue and taken down especialy if People like the admirals and vice-admirals were also involved in addtion to just blitzing him with thousands of troops and cannon ball and gun fire,
its just like how the gigants at Enias lobby were taken down except on a much larger scale of course they were many many many times stronger than any soldier there but they had 10.000 armed troops that eventualy overwhelmed them.

The Marines are only one of the great powers, as are the Shichibaki, but there is a third great power remember.
So the WG still has the third great power, which assumingly is equal to the other two. So even if the Shichibaki turned against the WG, it'd still be a matter of 1/3 versus 2/3, a clear loss.
Oda really needs to clarify who the third great power is exactly though, cause it's fairly obvious they are the tie breaker between the marines and the Shichibaki, unless it's simply the world government itself and various agencies like CP9 that are not marines or pirates, but still work directly for the government.

The WG formed the shichibukai to put a truce between the two, since fighting would have cost too much damage to either side. The shichibukai had enough power to be a major threat when they where pirates, it's not "the WG controls these pirates and can kill them at any time." Please, give Mihawk a little more respect then that. The weaker he is then the lamer Zoro is.

- Pirates instil fear and thus require no amount of fighting within the public, if the WG wants something done without violence, they can send them.
- If the 7 Shichibukai together are as strong as the WG, they would have just said screw the WG, temporarily joined up and destroyed the WG.
- If the Shichibukai are as strong as you give them credit for, they would continue to be indepndant agents like Whitebeard or Shanks, they are not thus they joined up with the WG to become stronger. Why doesn't Whitebeard turn into a Shichibukai? And don't give me the whole "dog of the government" routine, because you don't believe Mihawk is one (and I don't believe DonFlamingo nor Crocodile were either, it's a misconseption).

The shichibukai are equal to the WG, as in if the two fought, their would be no clear winner, and both sides would suffer extreme damage. It's a situation that both sides would want to avoid.
First of all, you're forgeting from that Shichibukai meeting, the WG does not directly control the shichibukai. They let them kill pirates without inference then that's it.
Second, in a world where one individual can knock down dozens of men with a single blow, 7 super-powerful individuals can be incredibly strong. If the WG had the power to snuff out the shichibukai just like that, then why do they use them to keep pirates in line? It's because there a war going on, between the marines/WG and pirates. And there's no clear winner yet.
The WG is not the most powerful thing in one piece right now, it's one of the worlds powers–there's a difference. The World Government has the possibilty of being taken down by another of the worlds strongest powers, should that power ever get the upper hand.
And as for the VAs vs. Shichibukai, if the VAs are stronger, then why not: take the 7 strongest VAs, send then to kill the Shichibukai, and have them take over the shichibukai's duties? Any fear that the shichibukai instills in pirates would just transfer to the VAs instead. And the marines clearly must have 7 VAs to spare for such a job, if 5 could be sent out for a Buster Call at any time.
Like I said early, we've been spending too much time with the World Government lately, and some people are losing perspective.

Okay, it's fair to assume that the VAs are strong since they are "second highest ranked," but to assume that they are one of the worlds strongest powers after Aokijis awesome display of power is taking things too far, because they are at least "less than Aokiji."
Unlike the shichibukai and the Admirals, the VAs have no legend behind them. They clearly pale is comparison to the Admirals.

But you also conveniently ignored the fact the 3 Admirals are labelled the greatest powers of the World Government. As the Shichibukais belong to the World Government, no matter how many "yeah, but…" rebuttal attempts you could try, it implies the 3 Admirals are stronger than the Shichibukais. Hence the Marine and Shichibukais can't be of equal power.
We have a contradiction here, let's wait until Oda clearly states how it works.
Let me also mention, and I'm not doubting Stephen's translations here, that in the french version of One Piece there's nothing about the two groups being of equal power.

When it said they were equal in power, it wasn't necessarily referring to physical power. It was probably referring to influence.
Crocodile was a hero in Alabasta. I'm sure Jimbei is a hero to the Gyojin. Mihawk was known by a boy from a small town along the Redline (Zoro) and two half-assed bounty hunters (Johnny and Yosaku). Doflamingo was feared by the New Age pirates, even the ones who didn't know who the hell he was.
All the Seven Armed Seas probably have considerable influence over the part of the Grand Line they rule. That's one of the main reason the World Government can't do away with them, just like they couldn't do away with Crocodile without hard evidence. Some of you may be skeptic, but I stand firm that Smoker HAD to let the Mugiwara take down Crocodile, because if it did, it would spark an incident.
The third power, for that matter, is probably what I've dubbed the "Whitebeard Alliance". Even Usopp, a young boy from a tiny village knew who Whitebeard was.

There was no ignoring there, convenient or otherwise. I don't even bring them into the equation because they were covered in Mihawk's statement, and Sengoku, the head of the marines, did not even bother to dispute it.
The Shichibaki do not command marines, they do not command naval powers, or other priviledges accorded to high ranking marines. They are still considered pirates by the government, just pirates accorded amnesty in exchange for usefullness. They would never have a label of greatest power of the World Government, which would only apply to World Government officials in the first place.
It seem that we truely are conflicted here, we have a lot of information that could end these arguments but they still conflic with each other. That and, those of us without Japenese language skills can only rely on the translations of other.

Granted, they're strong shits, but what makes you think they don't have any political influence in the world?

That indicates that in order to be a Seven Armed Seas, you have to have some sort of reputation. Being Strong is one thing, but having people know who you are is entirely another.
Crocodile was a hero in Alabasta. I'm sure that every one of the Seven Armed Seas has a part of the Grandline where they are famous, if not honored. Granted, Crocodile made a show of having the Alabastans believe he had given up Piracy, but still… having influence in that regard makes people respect you and gives you more "power", per se.

Crocodile was a hero in Alabasta. I'm sure that every one of the Seven Armed Seas has a part of the Grandline where they are famous, if not honored. Granted, Crocodile made a show of having the Alabastans believe he had given up Piracy, but still… having influence in that regard makes people respect you and gives you more "power", per se.

There's a deal made, and that's it. As long as they follow the rules of the deal by intimidating other pirates in exhange for amnesty, the couldn't seemingly care less about what the WG does or does not want them to do.
Both sides benefit from the deal, not just the Shichibaki. The WG isn't going to call the deal off just because they get unruly, as a matter of fact, it's probably expected considering the type of individuals a group like the Shichibaki is comprised of.
It's a business arrangement for both sides, nothing more.

Not to be mean, but rhetorical nitpicking is usually the at the core of most of these discussions. The meanings of one or two words change the entire course of conversations, as I would think any manga reader who has to browse translations would know.

I'm not sure what you're trying to describe here, but Soru is a technique which was incorporated into Gear 2, which is why Luffy is just as fast as any of the CP9 without having to scream "Soru" all the time. It's an essential part of Luffy's Gear, so I'm not seeing how Gear 2 is "superior" to it outside of complexity.
what i suppose he wanted clarified(or atleast i do) was that if Mihawk in chapter 253 really said that the Shichibukai and the Marine HQ are equal in power or if its a mistranslation on your part.

Re: the roundtable scene (which is not c.253 at all), I took a look at it right now and the words "equal power" might be misleading. It's more like "two conflicting or opposed powers." There is no information regarding the superiority or inferiority of either side.
As far as Mihawk… I have no idea. I doubt something that minute would be in the Data books. There really isn't a lot of info you don't know from the manga itself in them.

Actually, opposing forces could mean that niether side has an edge. Plus, there's the fact that at said meeting, none of the shichibukai seems inimidated by the people around them.
