- You keep bad guys in your ranks in order to commit crimes without letting the public know it was the WG that commited those crimes and rebelling
- Pirates instil fear and thus require no amount of fighting within the public, if the WG wants something done without violence, they can send them.
- If the 7 Shichibukai together are as strong as the WG, they would have just said screw the WG, temporarily joined up and destroyed the WG.
- If the Shichibukai are as strong as you give them credit for, they would continue to be indepndant agents like Whitebeard or Shanks, they are not thus they joined up with the WG to become stronger. Why doesn't Whitebeard turn into a Shichibukai? And don't give me the whole "dog of the government" routine, because you don't believe Mihawk is one (and I don't believe DonFlamingo nor Crocodile were either, it's a misconseption).
- Stop making comparisons to the Vice Admirals as if we've actually seen them fighting We don't know how strong they are, but based on rank alone, they had better %Y&#$^@$ be stronger than the Shichibukai else Oda has fundamentally failed in creating a believable military organization. There is no way 7 "legal" criminals can be as strong as the combined strength of the entire military organization they belong to.

The shichibukai are equal to the WG, as in if the two fought, their would be no clear winner, and both sides would suffer extreme damage. It's a situation that both sides would want to avoid.
First of all, you're forgeting from that Shichibukai meeting, the WG does not directly control the shichibukai. They let them kill pirates without inference then that's it.
Second, in a world where one individual can knock down dozens of men with a single blow, 7 super-powerful individuals can be incredibly strong. If the WG had the power to snuff out the shichibukai just like that, then why do they use them to keep pirates in line? It's because there a war going on, between the marines/WG and pirates. And there's no clear winner yet.
The WG is not the most powerful thing in one piece right now, it's one of the worlds powers–there's a difference. The World Government has the possibilty of being taken down by another of the worlds strongest powers, should that power ever get the upper hand.
And as for the VAs vs. Shichibukai, if the VAs are stronger, then why not: take the 7 strongest VAs, send then to kill the Shichibukai, and have them take over the shichibukai's duties? Any fear that the shichibukai instills in pirates would just transfer to the VAs instead. And the marines clearly must have 7 VAs to spare for such a job, if 5 could be sent out for a Buster Call at any time.
Like I said early, we've been spending too much time with the World Government lately, and some people are losing perspective.
The Admirals are the marines ultimate attack force.
The shichibukai are one the the powers of the grandline.
The Vice Admirals are...the second highest rank to the admirals. And some times...there's quite a difference between first place and second place. Okay, it's fair to assume that the VAs are strong since they are "second highest ranked," but to assume that they are one of the worlds strongest powers after Aokijis awesome display of power is taking things too far, because they are at least "less than Aokiji."
Unlike the shichibukai and the Admirals, the VAs have no legend behind them. They clearly pale is comparison to the Admirals.
