I noticed that pirates with non-frozen bounties tend to get over 300 million, implying that any pirate with Conqueror’s Haki has a good chance and the potential to get over that amount.

I would prefer Luffy being the biggest pirate bounty after the emperors but I would be ok with Marco being higher. But I really hope we don't end up with king bounty being higher then Luffy's. I like the idea of having the transitional bounty of strong guy to Emperor. But Queen is already dangerously close and King is portrayed as the #2 of the crew.

Huang noted Luffy as having the highest bounty among the rebels, implying that Marco’s bounty is less than 1.5 billion, but we’ll have to see. King’s All-Star associates have bounties in the 1-1.5 billion range, so King’s bounty might also be around 1 billion. Maybe 2 billion.

I wonder how much Luffy's bounty will rise after Wano. Because, on one hand, I don't think he should surpass Blackbeard until their big confrontation. On the other hand, if Kaido is defeated in 1v1 (I doubt it, but…), it should go far above 2.2 billion. Unless BB's bounty also increases somehow, but I don't see that happening during Wano, unless whatever he's trying to take from the marines ends up being pretty major.

Well his bounty was frozen, so I imagine it might have been much higher if Baroque Works had been known about beforehand, but yeah, going from pre-time skip bounties to post-time skip ones is quite the jump.

I imagine Hancock’s bounty has gone well past 80 million at this point. She might get up to at least 500 million, keeping in line with how wanted Conqueror’s Haki users tend to end up going past 300 million in addition to the empire she has built up with the Kuja as Empress, assuming she doesn’t get caught by the marines.

Moria's bounty was confirmed at 320 million in chapter 925. It didn't increase at all (probably because he was considered dead and remained hidden for two years).

Yeah, I’m not saying that pirates are guaranteed to get higher bounties just because of Conqueror’s, but to put it this way, it’s hard for me to believe that any pirates with Conqueror’s will never get past 100 million in their entire lives. It would be very surprising to me if Hancock never made it past 100 million by the time her bounty was recalculated for example. I’m also willing to believe Oden’s final bounty was over 300 million not just because of Conqueror’s, but that he also seems like that sort of guy who’d have a bounty that high, even though I’m not exactly sure how to describe it otherwise.

I know it can be tricky finding consistency or patterns with One Piece ideas since Oda likes to be wild and all over the place, but I also doubt that he’s planning on introducing a whole bunch of experienced pirates having conqueror’s with bounties less than 50 million too. Again, not guaranteed, but consistent enough for me to personally be more willing to go along with it.

The over-inflation of bounties starting during the Zou arc makes me laugh. Prior to that arc anything around 500 million seemed like a lot and was considered to be a top tier amount, then Jack was introduced with 1 billion and Oda just went wild from there.

I'd be more than happy to know which bounty would have Doflamingo had if he wasn't a Warlord. He'd probably went for the 800-900 millions and that would have soften the sudden billion jump.

If his bounty hadn’t of been frozen, and considering his underworld influence and tyranny over a country he had made suffer over the last 10 years, I could see Doflamingo having been around 750 million. He was also previously conceived by Oda to have been a closer ally of Kaido, because of how his Joker name fits with the playing card names of Queen, King, and Jack, implying that he could have been an All-Star, which are at least at 1 billion.

Mihawk likely isn’t above 2 billion since he doesn’t seem keen on setting himself up as a captain with fleets and territories like Blackbeard.

Seeing as how Rocks was talked about as being Roger’s greatest rival, and how that would make Whitebeard Roger’s second greatest rival, he also definitely seems to have had the potential to have gotten up to 5 billion, but that seems to have been cut short. He might not have been as close to One Piece as Whitebeard was, so he might have been at the 4 billion mark at most.

With Dragon, I’m not too sure. He’s definitely higher than Sabo’s 602 million, with Sabo being second in command. I could see him being at least at 1 billion with how much influence he has had in having countries fall.

It has been suggested that the revolutionary bounties might not be as high as some people think since the government, while seeing them as a threat, isn’t completely sure who to deem as being responsible for what actions since the revolutionaries carry out their plans in secret, explaining why Sabo is at 602 million, even though some people think he would have been over 1 billion on the basis of seeing Sabo as Dragon’s “right hand” in the form of Chief of Staff.

It was brought to my attention that the manga doesn’t refer Dragon as “the most wanted man,” but something more like a “world’s worst criminal,” like how the Level 6 Impel Down prisoners are referred to as some of the worst criminals in the world.

That only makes me question how long they've existed.

Cuz as we've seen it takes time gather a crew so an army would take longer. Plus its not like Dragon gathered members for one rebellion but an entire organization dedicated to rebellions across the world. Given how he's managed to remain hidden for so long makes me think he wasn't tearing through the grand line like Ace and Luffy overthrowing corrupt regime one after the other.

Also there's a chance there was a chief of staff before Sabo that was killed or imprisoned.

I honestly don’t see all of the revolutionaries monstrously causing descruction throughout the entire Grand Line enough to justify giving all of them 1+ billion bounties, and that even Lindbergh and the others were shown to be cautious and secretive when they were talking to Sabo at Mary Geoise instead of destroying everything as quickly as possible over there.

It’s possible they gave Dragon the majority of the credit to the point that they only deem him, Sabo, and Ivankov as the revolutionaries meant to have 500 million+ bounties.

The bounty system ends up kinda working precisely because there are no high-tier bounty hunters and the navy is mostly inactive in the new world, while pirates keep going at each other's throat for no other reason than raising their own bounty for prestige.
So the Navy can put out whatever nonsensical number of billions under someone's mugshot and be fairly sure that if ever someone takes them out it's another pirate who then has no way to get the reward and just inherits the big target on their back. It's high tier criminal containment at the cost of printing flyers.

So basically it's a system based on the premise that the totality of pirates are complete dumbasses. And it seems to work.
I'd call it clever, but then again it is supposedly designed by the same guys who hire people as privateers without doing any background check and just give them free access to the world's most important jail, so i'm more inclined to believe it's a lucky accident on their part.
