I can understand if you are talking about his crew, even though they were defeated by a set of new warriors that we really know how good really are in the grand scheme of things, but Doffy was an absolute beast… he went well over any expectations I had about him.
I agree. The crew complaints I can see, even though I think they were much more competent than people give them credit for. Kyros was evidently enormously strong, Sai grew up during his last fight to the point of surpassing Chinjao, a 500M bounty head, and Barto and Cavendish are obviously supposed to be big players. We had no previous indication of how strong these guys were, true, but I think Oda made a big enough effort so we could gauge their real worth with what we had, be it little or enough (Barto winning Block B and defeating a vice admiral, Cavendish having his Hakuba side personality wipe out the entirety of Block D, seeing Chinjao be a pretty good rival to Luffy and then Sai effectively inherit his strength, Kyros's 3000 undefeated fights including giants and fishmen underwater AND destroying Buffalo with no effort whatsoever). The only officer defeat that could've made the officer look potentialy bad was Machvise at the hands of Hajrudin who, at that point, had only managed to job to Luffy and lost his previous bout with Machvise, but it was so epic I don't care.
Now, as you said, Doffy was a beast and I don't think anyone can doubt that. In fact, Oda maybe went a bit too far with how incredibly strong he was even without his DF. The fact he pummeled Luffy around like a ragdoll while barely using his String powers just puts him on a level, as a purely physical fighter, the likes of Lucci could never even dream of.
