This is the truth. I'm more than happy that the League of Villains are getting their Quirks and character backstories/interactions/bonding explored. I could care less about these Yakuza chumps being anymore than stepping stones for them.

There could a better time and place to Horikoshi flesh out their characters and abilities.
It's like when Dragon Ball Super dropped Buu to put Freeza just because.
They're probably here so that the arc pays off for future plotlines concerning the League of Villain's development. Like stealing those Quirk nullification drugs and Eri. And they add more interesting stuff to the arc that helps it not be completely focused on just repetitive action and last minute flashbacks, in the form of the form of suspense that makes the stakes of this raid a lot more interesting than being the typical 1v1 shonen confrontation arc where the heroes predictably win by the skin of their teeth. This arc isn't only about the heroes' internship, but the League of Villain's own hard knocks internship as well.
And Buu at least got time to show off in the preliminary matches against Universe 9. If that didn't happen, then his character would have been completely wasted.

That was how I interpreted that panel too. He had a weird eclipse in the background and hasn't said anything until this page.

I don't think it is lie detection, because you can lie and just be detected. His quirk seems to force people to tell the truth. Twice and Toga revealed the truth behind their quirks despite not wanting to at all. He then asks them if Shigaraki plans to betray them and they say no. Of course, they didn't ask anything about if Twice and Toga planned to betray them anyway despite what Shigaraki told them to do.
I agree with this.
