In relation to his absurdly sized fandom or in terms of actual character building? Because if you're not solely referring to the first one, this requires an explanation. As annoying as rabid broods of fanboys can get, Zoro is a very established character who has actually had numerous very good character moments (both big and small) throughout the entire story. Calling him a non-entity as far as appreciated characters go is quite surreal.
I'd actually really want you to shed some light on this because as poignant and amusing as wolfwood's anti-swordswanker wank is, it's starting to get to the point where it is overstaying its welcome and crossing lines it was never meant to cross.
I mean his absurdly sized fandom who only appreciate him for some cool swords and a nice timeskip scar.
I don't have any problem with Zoro's actual character.
My opinion is actually based on how little attention is given to said character by his "fans".
The masses that make Zoro overrated rarely, if ever, actually comment upon how he's awesome because of his big character moments.
I'm talking about how we're instead treated to things like how he beat Mihawk during the timeskip, or how breaking out of Isshou's gravity makes him as strong as a Marine Admiral etc.
