This is the New World and given how Oda has raised the stakes this Dressrosa arc with the involvement of an Admiral, a severe beating of a vice-admiral, a veteran Vice Admiral in the sidelines, Big Mom's crew involved in the Caesar sweepstakes, Doffy's complex connections and backstory, Revolutionaries, then introducing someone from Block D as possible Yonko commander would add up to what he's already done.
Outside of the five page "build -up" of Rebecca's supposed beast move, how has she been portrayed? Seems to be struggling along with the rest of the D-Block, the gladiators commenting of the difference in strength between her and Luffy, and greatly surprised and amazed(While Cavendish, Diamante, Bartolomeo, and Burgess weren't) with Lucy's feats in his block.
Burgess was the only one given the privilege of destroying an entire Block, but those were against unnamed characters. Luffy and Barto didn't(And Barto's been built up prior to making his way to B-block). Why should Rebecca be getting the same privilege only this time, against named characters?
I think you're putting too much worth on these "named characters". Along with "Swordsman Meadows" who is currently MIA, in 706 the "fighting Lion" had a spotlight. Next time we saw the lion, he was being crushed with one hand in 733. So much for a named character! The only two things foreshadowing Meadow's importance is his disappearance and the fact that major powerhouses have come into play as you have stated so he MIGHT be related to one of them, that however, doesn't link Meadows to Kaidou.
I actually want Kaidou to appear or have someone like his right hand in Dressrosa, it would add fuel to the fire and that's always intriguing and fun. But I need something more than just "he looks like a cheetah so he has to be related to the yonkou who has an army full of monsters" in order to to believe it.

Thunder Soldier, the phrase "too slow" three times in order to emphasize the soldier's speed, the flashbacks where TS taught Rebecca how to fight his way, "Im sorry Rebecca, your bungling father could impart nothing but strength on you" - How can this proof of training and talks about strength mean their collective struggle to be together!?
He showed her how to fight. She's finally fighting.
But then again… I still cant explain why she collapsed on the floor IF she did the move that knocked out all the other players.
