What we have seen of Doflamingo is that, in response to him trying to land a finishing blow on the guy he is literally on top of, Kuzan can freeze him from a (small, at least) distance without even taking his hands out of his pockets, before the blow lands.
Kuzan asked him to get off of Smoker and leave him alone. The marine G-5 fodder had a chance to react to Kuzan showing up. Then Doflamingo tries to finish off Smoker. He clearly knew Kuzan was there, and tried to launch a surprise attack against the helpless Smoker to finish him off, only to get frozen in place.
And? We have no reason to think Doflamingo has ever fought Kuzan; he might have overestimated himself (or underestimated Kuzan) until he got frozen. Alternatively, he might have planned to kill (the helpless and half-dead) Smoker and GTFO rather than fight Kuzan. Either way, when his attempt to finish off Smoker with a surprise attack failed miserably, he did an about-face pretty goddamned fast.
Valid arguement indeed, though jokers final words to kuzan wasn't of a man who thinks he can't kill him if he wanted too. Both very hyped up strong characters. So what kuzan froze him no handed (lol), he was sitting on smoker not giving a Shit what kuzan would do. Think about it why not just do one of your most powerful attacks instead of just freezing him. Joker almost immediately broke out and laughed it off. Kuzan even said how dangerous joker is to smoker after words.
Plus there was no surprise attack from mingo, kuzan or not he was torturing and smashing smoker ether way. Also, not beyond a reasonable doubt if joker wasn't in a situation of time and his entire business he could have just finished smoker and fought kuzan. He knows kuzan is no easy fight and not worth it considering is problems at hand.
We will never know…though I like to believe mingo is that strong considering he doesn't mind taking out admirals, and has shown impressive fighting skills not just mere freeze everything, make ice spears, ice type bird counter attack....I believe the encounter was not only for plot purpose but to show mingo is on that level...
